True, but only priveleged people 'know that'. What doesn't register with some hypocrites is that liquor is a drug too! It's legal to get nasty and sarcastic while under the influence.

Liquor generates tax money for the city. As of today, that liquor tax is going up 23%. These thugs products only generate community blight. Maybe Morse Avenue needs a TIF, what do you think Craig?

Most logical thing to do(but bureaucrats and bible thumpers can't handle logic) would be to legalize certain substances. Prohibition made a lot of 'thugs' rich, and it didn't work. So legalize pot, an age old herb, and tax the heck out of the buyers. Then certain groups could afford extra police to clean house. A TIF wouldn't/doesn't help the people who work for a living.
