What's wrong with this picture?
1. The man is on the public payroll, but working on private property.
2. The owner of the property, DevCorp North, lobbied the community and the City for a property tax increase to pay the man, while concealing their ownership.
4. The man is among the neediest persons in our community. The man is working to earn food stamps, to work off child support, and then, perhaps, at minimum wage, not a living wage.
3. The man may be working under court order.
