* Citizens for Joe Moore Campaign Cash Slows Down

Alderman Moore's fundraising slowed significantly in the last half of 2005 amid allegations of pay-to-play politics. In the first half of 2005 Alderman Moore raised a $123,000. Campaign finance reports filed showed the 49th ward democratic incumbent still began the year with an imposing $130,000 available to seek re-election.

Here are two questions to get Blog-Lawyer Thomas Westgard all worked into a frenzy. By the end of the day I oughta have him all lathered up.

Why would Alderman Moore give his own campaign donations of.... $440, $246, $101 dollars? Odd amounts to donate, that's for sure.

Then his staffer Michael Land gives $251. What's that about? What's wrong with rounding it off, say like a even $300? Or was it, if you don't donate $251 you may not have a job Monday morning?

Ivan Buljubasic: The Official Arsonist of the 49th Ward

According to the US Department of Justice, Ivan Buljubasic is a convicted arsonist.

STATEMENT

Following a jury trial in the United States District Court for the Northern District of Illinois, petitioner [Ivan Buljubasic] was convicted on one count of conspiracy to commit mail fraud and to destroy a building by fire or explosive, in violation of 18 U.S.C. 371; on three counts of attempting to destroy a building by fire or explosive, in violation of 18 U.S.C. 844(i); and on two counts of mail fraud, in violation of 18 U.S.C. 1341. He was sentenced to three concurrent ten-year terms of imprisonment on the explosive violations, to be followed by a two-year term of imprisonment on one of the mail fraud counts. He was also placed on probation for five years and was ordered to pay a total of $41,000 in fines and $4,200 in restitution to a victim of the offense.

1. The evidence at trial showed that petitioner acquired a Chicago apartment building through Slobodan Pavlovic, the owner of a real estate company. Through the assistance of Ilija Zabic, petitioner hired Ivan Siprak and Robert Samuelson to set fire to the building. Petitioner instructed Pavlovic to pay Zabic, Siprak, and Samuelson once the arson was completed. Samuelson set the building on fire, Pavlovic paid $9,000 to Zabic and Siprak, and petitioner filed insurance claims for the resulting damage. The police eventually apprehended all of the participants in the scheme.

Despite which Ivan Buljubasic is thriving as Rogers Park landlord. His buildings include two in the middle of the 1600 block of W Juneway on the north side of the street:

BUILDING OWNER GETS 12 YEARS IN FIRE PLOT

The former owner of a large apartment building in Uptown, who was convicted of conspiring to burn the structure to collect insurance even though it was still occupied, was sentenced Wednesday to 12 years in prison and fined $41,000.

Assistant U.S. Atty. Joan Safford urged a lengthy prison term for Ivan Buljubasic, 35, and, comparing him to a terrorist, said the act of arson was "overwhelming to me . . . you don't know who will be hurt."

U.S. District Judge Barbara Crabb, a Milwaukee judge who sat as a visiting judge in the case, also ordered Buljubasic to make restitution of $4,200 to the previous owner of the building, who was forced to pay demolition costs of the damaged structure.

"For reasons of personal greed, expediency and lack of concern for tenants, he hired and arranged for the building to be burned," Crabb said.

Buljubasic, of 5036 N. Sheridan Rd., was convicted in December of conspiracy to burn the 43-unit building at 4417-29 N. Clifton Ave. Three fires, each fueled by gasoline poured in stairwells, struck the building in 1981 between Jan. 20 and Jan. 26.

In a detailed explanation of the prosecution case, Safford said Buljubasic and two partners acquired the building in November, 1980, for $126,500. The building was home for 30 families and some "squatters," Safford said.

Buljubasic had not invested any funds in the down payment and was to pay $1,000 a month interest for three years. A $350,000 fire insurance policy was being carried by the previous owner, she said.

Safford said the defendant held the tenants in contempt and described them as "animals." He turned down the heat, kicked some tenants out and refused rent from others so he could serve eviction notices, she said.

By Jan. 5, 1981, Buljubasic's partners had withdrawn, forfeiting their $25,000 down payment. He began looking for someone to torch the structure, she said.

Three other individuals have been convicted previously for their roles in the arson.

Robert Samuelson, then 18, was sentenced to four years in prison for setting the fires. Two middlemen, who negotiated with Samuelson on behalf of Buljubasic--Ilija Zabic, of Cicero, and Ivan Siprak, of Chicago--were sentenced to 10 years and eight years in prison, respectively.

The sentencing culminated a four-year investigation by the arson division of the U.S. Bureau of Alcohol, Tobacco and Firearms and the bomb and arson squad of the Chicago Police Department.

This story of the Arsonist who hires people to burn down his buildings w/tennants who is having zoning changes with our 49th Ward Alderman should be blasted in the papers and news media at all costs to expose another example of corruption at it's worst. Let's take the extra effort this next election to eliminate some of this bad element of our community!

An ordinance (Application Number 14024) changing the zoning of the southwest corner of Paulina and Jonquil from B3-3 to the more permissive B4-3 was introduced to the City Council at their 7/9/03 meeting, and referred to the Zoning Committee (see the Journal of Proceedings, page 3266):

The zoning change was applied for under the name "LaSalle National Bank, as trustee under Trust Number 121974" to keep Moore's and Buljubasic's names off of it.

The Zoning Committee, of which Alderman Moore is a member, passed the ordinance at their 8/12/03 meeting.

At their 9/4/03 meeting, the City Council passed the ordinance (see the Journal of Proceedings, pages 7371 and 7372):

The ordinance was passed unanimously by the City Council, including Alderman Moore (see the Journal of Proceedings, pages 7352 and 7353).

Having lived in the building listed as the address for the convicted arsonist-turned-Joe Moore campaign committee contributor for just over a year in the late 1970s, I was wondering why such a person would choose to live at 5036 N. Sheridan (in Uptown) when he has that kind of money to donate to Moore? I suspect that the 5036 N. Sheridan address is not Ivan Buljubasic's true residence. Someone should investigate this to see whether or not Buljubasic violated provisions of the Illinois Election Code (which would make him subject to criminal and civil prosectution).

If this is the case, then the authorities should also check to see if others (such as Moore or any staffers of his who are involved in his fundraising) coached (or is that conspired with) Buljubasic to list a false address, in which case they could also be chaged with conspiry and other offenses.
