This comment shows a profound misunderstanding of TIFs. Moore is lying about TIFs, Adams is confused. I'm not sure which is scarier. No, I am sure: Moore is scarier. Sorry, Chris.

TIF money does not grow on trees. It has to come from somewhere. TIF money is primarily money taken AWAY from our schools. Half of every TIF dollar is a education dollar but for the TIF. Yes, a handful of Chicago schools have benefited from TIF, but no TIF district ever has or ever will approach returning to our schools a FRACTION of what they take. Every TIF has taken far more money from our schools then our schools will ever see.

By definition TIF CANNOT help schools except by dissolving. If you love our schools you must oppose TIFs. It's as simple as that. It's impossible to finesse.

What a blatant 180 degree spin of the facts, typical Moore.

John Terzakis, the "bad developer" who owns the long vacant "Lerner" property at Howard & Ashland, is a Moore campaign contributor.

Moore assembled the team for Gateway Mall. Moore BROUGHT TERZAKIS IN to the Gateway Mall deal. Terzakis is part OWNER OF GATEWAY MALL thanks to Moore. Now a few weeks before a close election Moore calls Terzakis a "bad developer."

Moore spins the TIF as the SOLUTION to the Terzakis problem, but in fact Moore and the TIF CREATED the Terzakis problem. Terzakis is a bottom-feeder who buys up property in the path of development. That's how he works. Terzakis is there precisely BECAUSE of the TIF.

Now Moore proposes to "punish" his old pal Terzakis by arranging that the taxpayers buy him out. Moore is arranging a pay-day for an old pal and spinning it as getting tough on developers.

Moore has made sure TIFs benefit HIS community. Unfortunately Moore defines his community as Citizens for Joe Moore, DevCorp North, Jay Johnson, James DiMatteo, Rudy Mulder, John Terzakis, Roxanne Gardner, Paul Roldan, etc.

Oh, for god's sake, don't let Moore talk about NIP. We or the candidates need to be able to ask FOLLOW UP questions at these forums.

The Howard TIF has been around since 1988.

The Loyola TIF has been in place since 2004.

So Joe:

How many landlords have applied to participate in your NIP?

(hint: none)

How many Rogers Park families are currently living in affordable NIP apartments?

(hint: none)

After a few of your re-election campaigns, we are not so stupid as to mistake "putting a program in place" with RESULTS. Do you think we are?

Moore's NIP is just like ALL Moore programs: a big nothing, a talking point.
