I would no way consider locating any business in this city, let alone the 46th,48th or 49th wards, unless the business depended heavily upon neighborhood traffic to make it. I have three friends who operate businesses in these and the 44th wards, and you just cannot top the 48th and 49th for obstruction and harrassment on the part of local authorities; and the NIMBYism and pick-nose control-freak tendancies of the local residents. To all that, you can add the crime problems we have here in the 49th and the 46th.
You're up against enough trying to make a small business work these days. Why complicate your life by picking a location where you know your costs will be higher AND where you can count on a hassle a day with either local authorities or residents?
