Moore: Too Busy In Ward For Legislating

Joe Moore says he's too busy working in the 49th Ward to attend crucial City Council committee meetings downtown.

Moore's comments may come as something of a surprise to residents of Rogers Park. Moore was quoted defending the City Council's blatant, routine violations of Illinois' Open Meetings laws in an important 2-part investigative journalism report by two Columbia College j-students.

Out of Order: Council Committees Evade The Law

By Erica Christoffer and Becky Schlikerman, The Beachwood Reporter
The investigation found that nearly half of the 21 committee meetings investigators documented did not have enough members present to vote ...

"Many of us believe that there's no need for us to take time out of doing our work in the wards to attend committee meetings over non-controversial and pretty routine matters," Moore said. "There's an understanding that on certain things, there's no need to have a quorum."
Off the Record: Chicago City Council Committees Evade The Law, Experts Say

By Becky Schlikerman and Erica Christoffer, Chicago Talks
More than two-thirds of Chicago's City Council committees consistently break Illinois law by keeping inadequate records that make it difficult if not impossible for the public to get even the most basic information about how its government works - harming citizens and the democratic process, experts say.
Weirdly, in Moore's pathetic excuse for the City Council's illegal operations, Moore finds himself in complete agreement with City Council seat-mate and arch-nemesis, Ald. Bernie Stone.

Berny Stone don't need no stinking quorum

By Mick Dumke, Chicago Reader: Our Town, December 15, 2006
ALDERMAN BERNARD STONE didn’t need to use a gavel to call the Committee on Buildings meeting to order on December 7—Alderman Ray Suarez, the only other member of the 14-person committee who’d shown up, was sitting right next to him.

Joe Moore too busy in the ward? Are you kidding me? That guys spends all his time on things like banning foie gras and passing legislation that Chicago won't invade Iran!

The last thing that idiot ever does is ANYTHING in the 49th ward.

He really needs to go.

Moore invoked the "Myth of Alderman as Garbage Collector" as an excuse for not executing the requirements of his real job

Pardon my french but this is horse shit.

These people get paid 90-something thousand a year. "Too busy" shouldn't be in their f-ing vocabulary.

That sounds to me like an admission that he cannot do the job, despite accepting the hefty salary.

Time to step down, Joe.
