I am a resident of the Lunt/Sheridan building that is managed by DLG Management. I am absolutely OUTRAGED at David Gassman's unilateral decision to run a rehabilitation center out of our building without ever notifying tenants, nor giving them an opportunity to object or move elsewhere.
We have watched the building transform over the last month from a clean, quiet building, to a building where drug-addicts hang out all day in front of the building and in the laundry room. These members of the rehab center have been seen by tenants drinking in the laundry room, and having sex with our neighborhood crack prostitutes. There are empty booze bottles in the laundry room, as well as used condoms.
This is UNACCEPTABLE for tenants paying premiums rents.
David Gassman refuses to take responsibility for his actions. He makes every excuse under the sun...blaming the problem on neighbors, etc.
Gassman claims he thoroughly investigated Heartland Human Care Services before leasing them space. This is bullshit. Clearly, Gassman invited this problem into the neighborhood so he could make his mortgage payments when the rental market is at a low point. I have personally witnessed the problem individuals entering (with keys) the courtyard and laundry room -- Mr. Gassman is making bullshit excuses for his problem tenants. He wants to blame anyone but himself for making a poor decision which compromises the safety of the neighborhood.

Gassman admits in his lette he signed a lease with Heartland.
Gassman's lease is with Heartland, not with the problem tenants. This is a untenable situation for the other tenants in the building. Some tenants of the building have a contract with the landlord, some do not. The existing tenants have a right to know that their landlord leased space to an institution.
It's clear this is s "Stealth Transitional Shelter"
Interesting detail in Gassman's letter (courtesy The Bench): the cabaret impressario and slumlord mentions he consulted with Alderman Joe Moore about his problem tenants, getting a hold of Joe on Joe's wedding week-end.
Gassman is a $15,000.00 friend of Joe Moore. Moore has very few friends as friendly as this friend.
It is inconceivable that Gassman did not consult with his extremely good friend Joe PRIOR to entering into a lease agreement with Heartland.
Question for Moore: what did he know & when did he know it?

This site explains in some detail not only the Chicago Tenants Rights Ordinance but also the legal steps tenants can take against landlords who violate the ordinance. Unfortunately, individual links on this site are broken but I sent an e-mail to Mark A Silverman, the attorney responsible for the site, in the hopes of having them repaired. In the meantime, the information that is available may be helpful in preparing for Thursday's meeting.
If, once you are acquainted with the ordinance, you feel you may have a list of violations, I strongly urge you put your complaints in writing in the form of a letter to Glassman AND with cc's to The Lawyers for Better Housing, the Rogers Park Community Council, the Metropolitan Tenants Organization and Alderman Joe Moore's office. Then send out the letters via the U.S. Mail. Make certain you send the one to Glassman via Registered Mail so you get a signed card back showing the day and date it was received. Then follow up three or four days later with the organizations to make sure the got their copies and to ask for their help.

I am sorry to hear this is happening to the good people of Lunt and the surrounding neighborhood. Unfortunately this behavior is tolerated NOH, and efforts to stop it have met a brick wall...aka Joe Moore. Good luck getting this problem solved before it gets any bigger.

I hope that residents of the building will pursue legal action if Gassman refuses to change the conditions at the building. Despite lease agreements, tenants may vacate their leases under the doctrine of constructive conviction due to Gassman's running a house of "ill fame" which creates a nuisance that deprives tenants of their use and enjoyment of the property. It is important to document all complaints to Gassman, and of course, seek legal counsel before taking any such action. (I'm not a lawyer!)

I posted this on another comment but I thought I'd post it here too so residents of the building can get a chance to see it.
Your building is gated. How do we gain access? Also, are you certain you want this meeting to be open to the public? That can make for a very chaotic experience. I'm not saying you shouldn't have the public there, actually I hope we are all welcome. However, I respectfully suggest you set some ground rules ahead of time, if possible.
For instance, it might be a good idea to select a tenent representative who will lead the tenent's side of the debate. Come to the meeting prepared with a written list of concerns and, if possible, a proposed solution. If laws are indeed being compromised, try to get a copy of those laws/codes and have them ready to read for the gathering.
It would be excellent if you could have a lawyer present, perhaps from the Lawyers Committee for Better Housing. If you can, try to meet with this lawyer ahead of time to get pointers on good strategies.
Last but no least, it might be a good idea to meet with your fellow residents ahead of time - again to build strategies and make out that comprehensive list.
I know this sounds like a lot of work and planning but I'm sure I don't have to tell you the landlord will come in with all his ducks in a row. If the Alderman shows up, or even a representative from his office, you can guess who's side he'll be on (or did you remember to donate $15,000 already). Also, I guarentee you, if a rep from Heartland is there that person will be well versed in all the legal aspects of this case.
Now that I think about it, perhaps some one from the Park Bench blog would be willing to video this meeting. Have you considered inviting them to do so? I'm sure it will be well viewed.
Whatever the outcome, you and your building will be in my thoughts and prayers. Just because I can't be there in person doesn't mean I don't support you. I've been where you are now and my heart goes out to you.

Fargo Woman, the laundry room opens up onto W. Lunt, next to Ennui. I, personally will make sure the door is open. I urge the entire neighborhood/community to join us fight this man that has disrupted our homes and businesses. Even if we don't win, at least we stood up and said, to quote from an old but relevant film, 'I'm mad as hell and I'm not going to take it anymore!'
I'm also going to take flyers and hand them out in the morning to the patrons of Ennui and to the students, that rent in this building, of Loyola College, so that no one makes the mistake in renting from this man like we did.
