Ben Joravsky continues his discussion on the Gale Community Center. This time
on radio. Ben speculates the razor-thin victory last year where, (after spending nearly a million
dirty bucks) Moore won by a mere "
handful of votes" has made Joe a very bitter, bitter man. A spiteful man. A hateful man. A man with no heart or soul. Ben speculated Joe Moore is
"annoyed and aggravated with his opposition." Which is half the ward's residents.
And growing.

Ben understands what Joe doesn't. That his slime ball antics have permanently divided "his" ward. Permanently.
Joe managed to convince the fearful and ignorant segment of the voting public, and he padded that segment with enough other folks to eventually capture half of the vote. The thinking half of this ward, however, sees through his cheap carnival act.
Now, while Joe disingenuously claims it is time for us all to work together, he is in fact honked off at anyone who opposed his election. He freely admits it. Further, he simply isn't bright enough to build consensus even if he wanted to.
So, while Joe just barely manged to keep his job, he very effectively eliminated any possibility of meeting that job's requirements.
Joe is a failure. Joe is a failure.
Joe has failed his constituuents in Rogers Park - but this is his plan - Elect Obama to the Presidency ( I am not opposed to this) but then
Joe's plan is to move into his pal Jan's seat in he United Staes Congress while Jan ( against the Iraq War Jan) will slip into Obama's seat in the Senated!
Just remember that Jan is pro militaization of public schools!

If Obama is elected in November, Blago isn't going to appoint Schakowsky as Jan is far too liberal for the rest of the state & her worshiping of illegal aliens also isn't going to play Downstate. She would be a guaranteed loser in 2010.
My guess is that Blago's ego is so out of control, he will appoint himself, thus improving Illinois overnight.
Even on the off chance Blago appointed Jan, Moore would have no chance of being elected in the 9th District.
1. He's a hack Chicago alderman & the burbs, which has almost half the votes in the district isn't going for a clown like Joe.
2. He's not Jewish & the 9th is the traditional Jewish seat in Congress.
The 49th Ward is stuck with this jerk a few more years & then he's going down for good!
The other day I was thinking that the relationship between Joe Moore and a good portion of the neighborhood is like a bad marriage. Unfortunately, we all have to stay "married" for 3 more years. At this rate, it's going to be a looong 3 years.

and re- park district rules on competitive bidding- i am only speculating here, as i have not reviewed park district policy on this, but such competitive bidding policies almost always have an exemption in the case that only one entity is available that can meet the criteria. there are a lot of places to buy rubber bands and paper clips, but there are not that many organizations that have the total package that bgc brings to the table. it would be a waste time and money to set up a competitive bid process when only one vendor meets the qualifications. especially with everyone so aggravated, would people have really wanted the place to stay locked up for months while that process went forward? i don't think so.
again, i am not stating the above as fact. just pointing out to people who are harping about park district policy that exemptions almost certainly exist.
Let's not forget that he is also "annoying and aggravating."
I always felt a little twinge of oh-that's-so-mean when posts called "been there" stupid. But geez, her logic is so consistently faulty I just want to shake her and say GET A CLUE. If they (Park District? Alderman?) didn't want to hold up the process, then they could have just gone ahead and opened the facility! (Which thankfully they have finally done)
Joravsky actually wrote a fairly accurate piece and the oral commentary, imo, is nonjudgmental. He just presented the facts and let the listener draw the conclusions that the Park District is a union buster and Alderman Joe Moore is a petty tyrant.
The one bit of information Joravsky left out is that, although Ginderske was a former aldermanic challenger, after Ginderske lost, Moore put him on his zoning committee, where Ginderske has essentially become a mouthpiece for Joe. So Ginderske isn't part of the checks and balances the Joravsky thinks is healthy community dialogue.

In order for a sole source contract to be awarded, and the Park District's website doesn't even discuss that option, a lot of upfront work has to be done to justify that decision. And that means engagement on the part of the District in assessing what the criteria are and then determining that they are so unique that only one vendor can perform the work. So far as can be determined, that work was never done. If it was, the documentation should have been immediately available to back up any discussions. It wasn't.
christine, what is on the park district web site and what park district policy is are not necessarily the same thing. like the difference between reading a law journal and being a lawyer.
and the sum total of human knowledge is all on the google, and no organization is required to post everything that they do on their website.
i really do not think that cpd is so poorly run that they let a gridlocked and uncooperative park council become a roadblock to opening a park building. they had to move forward while eva, toni, et al produced pissing contests and wish lists that look like a third grader's letter to santa.
i would certainly hope that they have been proceeding with a planning process of their own. again, i have no idea what the policy actually says. but for people to be jumping up and down, saying that they are violating their policies, based on what is on the website, and what things look like to their extremely biased viewpoint is just absurd. i do not know. and neither do you.

I just walked by the Gale Center Monday night. It was open. A length of the fencing along the perimeter was broken and bent down.
Mo, I have enough experience in the bureaucracy to understand the steps that are needed. CPD posted their process on their website. If there is an additional process for sole sourcing a contract, then that process should be in the public realm. It certainly is for the Federal sector, it's called the FAR.
Anyone looking to do business with the city would have access to that information, even if via phone call or snail mail. Our Alderman was supporting an action that he could not, or would not, back up with solid regulatory documentation.
As for the so-called 'wish list'. It was no more or less a 'wish list' than those read by other park advisory councils at the meeting I attended. There are a lot of needs throughout the system and only so much money to cover them. Everyone is entitled to get their needs/wants on the table. Whether or not they are funded is another matter entirely, which everyone who was there understood.

i am just saying that what is on the website is not necessarily all the processes that are available, and afaik, cpd is under no legal obligation to make their entire regulation book available on the web.
as far as joe's actions, it is my understanding that he is acting in an advisory capacity here, and that it is the park district that has all contractual responsibility. it is also my understanding that it was the lack of coherence and cooperation from the "pac" that left the void into which joe was asked to step.
a wish list is a fine place to start a discussion, but after 11 years of planning, that list should have become a real world plan. and that committee should have consisted of a dozen or more members who were not just wishing, but working. john jaffe's open letter at the rake confirms what i had heard about the group, and what is obvious to anyone who reads toni's blog.
people who conduct themselves like adults get let into the process. people who act like little children, unwilling to share, unwilling to compromise, putting emotions first, carrying grudges, being spiteful, unable to make decision, just will not make a positive contribution to into any form of governance. they earned themselves a place outside the door.

I lived in Lakeview and used to watch Moore on the news and Channel 11 and wonder to myself who the people were that could possibly vote this nut into office. Now, I live up here and have to deal with it myself! LOL
