A teenage boy just got shot at 1528 West Fargo. This is a bona fide shooting. 4 to 5 gun shot wounds.

Victim is 15 year old male/black, in serious condition with multiple gun-shot wounds. Evanston and Skokie police have been notified. Victim is being transferred to St. Francis Hospital in Evanston.

I lived at 1528 W Fargo from 1997-2001 and moved because of the violence in that area. It was a beautiful bldg with great tenants (since wrecked by bad condo conversion)but once you left the building, things went downhill pretty quickly.
Funny that Joe Moore's legal address is just down the street, in the 1400 block. His office is right around the corner.
Yet Fargo continues to be one of the worst-behaved streets in the area.

Thanks RP30! We would LOVE to move but this area is WAY over saturated. There are over 150 2 bedroom condos on the market within a square mile of us!! We are stuck! They just need to clean house in the rental building west of us. The two shootings we have had here have been connected to that building. My husband is calling the owners today. The rest of this block is nice and the people are good!

It's going to be a cruel summer. Since the gangs see they can operate with (relative) impunity, they'll be emboldened. Not to blame the police, but how many of these shootings and murders have been solved? How many arrests have been made? I check the paper, the blogs, etc. but maybe I'm missing that side of the story. You'll need an Iraq-type surge (coupled with making demands of the area landlords to maintain their buildings and tenant lists) to keep this from being the bloodies RP summer ever. IMHO
CAPS is a waste of time, pure and simple.
We know the problem. We can see the crime blotter. We even know which buildings are producing the problems.
What does going to a meeting where we sit passively while a catalog of the recent crimes and arrests is read, which a lot of us already knew, and then discussing this problem or that, when we and the police and OUR ALDERMAN know damn well what the problem is.
The problem is simply that the PTB have unofficially but firmly decided that the RP area is to be the Designated Dumping Ground for all the "problem" tenants being evicted from downtown housing projects slated for demolition. The inner city neighborhoods are to be maintained as pristine playgrounds for visitors and wealthy residents.
We need an alderman who will aggressively confront and combat this unofficial policy, which is NEVER stated out loud, but is pretty well known.
We need an alderman who will aggressively fight slumlords and ride herd on bad buildings and bad landlords with aggressive enforcement actions. This is how Mary Ann Smith has cleaned up the formerly fetid 48th. Trust me-Edgewater was much worse when I moved onto Fargo in 1997, but was much better by 2001.
And we need voters who will work to get rid of this man in 2011.
Let's hope that come the next election, we will get behind Joe's opposition from day one and tear him/her to shreds with nasty personal attacks on the blogs. Give the person a fighting chance.
And those of you who complain but did not come out to vote- haul your asses out to vote in 2011. The south tip of the ward, in Edgewater, had a very poor turnout because folks there were turned off by the "nastiness" of the election. Well, folks, your votes against Joe would have made a huge diff- Gordon lost by only a couple hundred votes.
And Gordon may not have been perfect- who is?-but he deserved at least an opportunity, as opposed to a 16-year incumbant who has offered abundant proof that he is not the man for the job.
If the candidate isn't an out-and-out shill for Joe, s/he deserves an opportunity.
Frankly, I'd just as soon elect the next bum who walks through the turnstile at Morse as elect Moore again.

For the last few months I have been comparing arrest data from an online crime stats web site.
North of Howard, a large number of arrests take place at addresses managed by 3 landlords that are known to be problems of the neighborhood.
At one of them recently, 3 people were arrested for drug possession. Between those 3, they had 60 prior arrests.
At another building, there have been 5 arrests for simple battery in the past few weeks.
During a robbery a while back, the stolen items were taken to a resident in another building for safe keeping. The police recovered the stolen items from the apartment, but the resident couldn't remember who had brought the items to him for safe keeping.
Maybe the City should come up with a plan to charge landlords for fire and police service calls to their buildings. You are allowed 2or 3 service calls during a time period. Any calls above that and you pay the full cost of the call.
Maybe landlords would be a little more selective with their tenants then.
Yes, CAPS is useless because no one shows up. You people make me sick.

This is the first time I've actually felt some fear. Before this I believed that if I was careful, alert, and stayed in areas I thought were "OK" that I would also be ok. Now the violence seems to be everywhere. I love living on Jarvis but I don't like the feeling that I shouldn't walk my dog after dark.

We have to learn to make the things happen here that we want to happen, and getting fetid pockets of crime and blight like NOH and Fargo and Howard/Damen (to name a few) cleaned up is priority. This might be a lot easier than trying to corral and put a lid on the fluctuating group of gangbangers that are growing increasingly bold. Trying to rein them in is like trying to hold smoke in your hands. But pinpointing the landlords is easier. The bad landlords, for the most part, don't change. Get them to do their job and weed out the bad tenants, many of who may be gang leaders/members, drug dealers/users, will eliminate many of the problems. If these people don't have a base of operations, they'll have to find somewhere else to operate. And judging from some of the addresses of the few thugs who are caught, a lot of them don't even live in RP. They're using the apartments of the few that do live here as their base of operations. Remove the base of operations and not only do you get rid of the bad tenant, but the bad tenant's friends too. Make the landlords accountable for whom they rent to. Get them to maintain their buildings and avoid the broken windows theory (if you let the little thing go unrepaired, more will follow and pretty soon the thing is in shambles). I think a lot of people would be less afraid to confront a landlord than a gangbanger and his friends. But the good thing is, the landlord may be the key. Afterall, not a lot of gangbangers sleeping in the parks in tents, now are there

Morse Ave Group...FYI I attend every monthly CAPS meeting, I participate in neighborhood walks, I am part of a telephone tree, I call the aldermans office with issues, I attend all meetings posted by the alderman, I call 911 for every problem I see, I do my share of positive loitering, I know the police officers that patrol my neighborhood and I make sure they know me.
I have every right to demand that my neighborhood is safe for all who live here...not just the drug dealers, prostitutes, gang bangers and thugs and low lifes.
I have been to the last umpteen CAPS meetings, and the last neighborhood "positive presence" march we had in my area.
The last CAPS meeting, and march were in the past 2 weeks or so.
CAPS IS a joke, unfortunately.
At the last meeting a call went out for "any new business". As nobody really had anything, I offered something. The CAPS Sergeant, as part of his CAPS training began telling me how I needed to coordinate with the Alderman's office, other City entities, and told the room it was actually against the rules for them to enforce the MUNICIPAL CODE violation(s) I brought up!?!?
Now, I do not see why the onus is on me to coordinate with several entities when all I suggested was enforcement of existing law.
CAPS is a joke, but it's still one of the only tools we have as citizens to bring issues up in a "constructive" way to the police.

I hear you, but it's frustrating when you see a vast majority of people of all races who just want to be able to walk the streets, go to work, come home and have some fun on the weekend without dumb thugs shooting, mugging, tagging and generally fucking thing up for everyone else. And even more frustrating is that a big part of the solution is RIGHT THERE: Make landlords accountible and deny the gangbangers a base of operations.
I moved to Rogers Park in August 2007 from Iowa City, IA. Huge change. I was a little apprehensive as first impressions were slightly hair raising, though after walking around for an afternoon and seeing the beauty of some of the residences and peacefulness of some of the single family home lined streets along with the diversity of social class I decided it wasn't scary enough for me not to live here. I moved into the Marie's Apartments right next to the 7 Eleven on Pratt and Glenwood. Close to the 'El' and decent rent prices. It wasn't long before hearing tons of stories about 'gooning' and not to walk alone. Then I saw it. I was out with 5 other friends having some beers at Dukes (great place, btw... I love Dukes!) then deciding we'd like to try our luck at pool and started strolling down Glenwood towards the Red Line Tap. Two of my friends left ahead of the rest of us and were about a block ahead and in the interesection where Heartland Cafe is there is a large group of black youths on the corner opposite of the Cafe. Two young black youths were crossing the intersection at the same time as my friends (boyfriend and girlfriend). One of the youths (probably 16-17) reaches around as he is passes them and grabs her ass. She is a little buzzed and turns around and gets in his face. He backhands her full force in the jaw and she falls to the ground. The other youths on the corner are cheering at this point and the offender flees. This all happens in about the span of 10 seconds. We run up to her and she complains about her jaw not feeling right. She later finds that her jaw was broken and had to have it wired shut for about 6 or 7 weeks. A couple months later cops shoot a fleeing gang member, who had shot at them first, in the back. A bullet goes through one of the townhouse windows into their living space, no one was hurt besides the offender thankfully. This took place on Pratt about 1 block east of Marie's Apartments. My wife works late once a week and was followed by dubious characters on more than one occassion, I could never sleep on these nights until she called me from the car to have me come down and meet her. Our lease was up and we moved 2 miles north into Evanston near Crain and Dempster. We pay about $300 more in rent, but feel 100% better walking around our new neighborhood and have never had any problems here. I will never live in Rogers Park as long as it remains in the state it is in. I've seen Joe Moore at the Morse and Howard stations on several occasions and never extended my hand to meet his and flatly refused his free donuts. It's a damn shame the man in charge of the neighborhood could give two shits about it's residents saftey and hides from tough questions. I'm surprised that he still holds office from all that he hasn't done for the neighborhood. I guess some people will always be morons.
