Just a guess, but is it the work around the Loyola L station?
I love guessing games and I am a lover of the arts. So here is my guess. I guess it is the construction screen along the west side (alley side) of the new apartment building being constructed next to the Mayne Stage theater on Morse Ave at Wayne.

Craig, How can this happen with all the security cameras and construction workers?
@Ruth, My best guess is the CTA security cameras don't work and the construction workers don't care.

I thought the construction workers didn't work and the cameras didn't care. Either way, same result.
