* Wayne Jones Death Now Ruled First Degree Murder
While following a Citizen I-CAM tip from "This ain't OZ" regarding a knife fight on Morse Avenue two day's after Wayne Jones got beaten to death, I noticed Citizen I-CAM listed the Wayne Jones case first degree murder.
Here is the police codes on I-CAM, they get removed when updated so the hyperlinks don't last long.

The Ceasefire operation in Rogers Park is a program of the Organization of the Northeast, headquartered on Wilson Ave. Ceasefire in Rogers Park has one employee, and that local Ceasefire coordinator is a ONE employee. Ceasefire in Rogers Park is funded by a quarter of a million dollar earmark of State of Illinois money secured by Rep. Osterman. How many people think Vernandez is taking home a quarter mil raise their hands?
I don't know whether to laugh or cry. O.N.E has been funded for a program that is supposedly related to public safety? $250,000 for one employee in Rogers Park? $250,000 and all the Executive Director can say is "we're here to pay our respects and say no more..."
Something is rotten in Denmark.
Better yet, something is rotten on Wilson Avenue.

The memorandum doesn't quit say that, does it? It doesn't say WHERE the money came from. All we know is that it is from the taxpayers of Illinois. That's what's so neat about these earmarks, the lack of accountability. At budget time the Director of DOC is called into Madigan's office and finds Rep. Osterman already there and is asked to add his signature. It's not like DOC had a budget item for "community-based parolee and probee monitoring " and went through an extensive evaluation process and pick ONE's Ceasefire from numberous proposals.
More accurate then "DOC gave them the money" would be to say "Madigan and Osterman TOOK the money and gave it to ONE."
Question: Do some of you folks watch too much TV? Ya’ know those CSI shows? Do you think police work can be wrapped up in no time at all? Investigations take longer than an hour (with commercial interruptions no less). Good quality police investigations take time. I think Craig, Hugh and a few of you others expect instantaneous results. Well that’s not how the real world works. And if you don’t have instantaneous results, there must be some conspiracy behind it all. Make you wanna’ go Hummmm!
Question: Who’s responsible for the death of this man? It’s the perpetrators thats who. Not ONE, not Ceasefire. Some of you want to blame the poor man because he lived in subsidized housing. Question: Do you believe all crime statistics are the same? Murders and assaults are always jumbled together in a single report. What you really need is a break out of murders and assaults when the perps are known to the victim versus unknown to the victim. Why should a murder committed by a spouse against a spouse be statistically the same as a murder committed by two unknown entities? Same goes for assaults. I’d be interested in crime statistics that break out the difference between related and unrelated parties.
Question: Do you really think crime cameras will stop a motivated criminal. Not any more than the death penalty stops them. Not any more than the thought of 5-10 in Statesville or Pontiac.
Question: Craig, do you think you can stop feeding off of the tragedy this poor man’s family has experienced? It’s almost creepy how you got his driver’s license photo. What are you some kind of sick crime groupie? Makes you wanna’ go Hmmmmmm!
While I’m not always certain that ONEs motivations are truly pure, I do believe some organization has to make the attempt to reach out to young people. If you can get these kids ages 15 thru 20 through the goofy years where they can really do something stupid and mess up there lives long term, we as a society will be the better for it. Craig, Hugh and other’s are you willing to volunteer to help these kids out?

Well, that's just it, isn't it? There was no vote. Ceasefire did not make their case to the General Asembly or to the Department of Corrections staff or to anyone except two people. Two people decided a quarter of a million dollars would go to Ceasefire: Harry Osterman and Michael Madigan.
Process matters. The process by which Ceasefire Rogers Park was funded stinks. (This is a separate issue from the merits of the program.)
All these memoranda are vulnerable to the same criticism: they are legislative earmarks. We taxpayers are paying salaries to professionals in the Departments of Corrections and Aging. As part of some of their jobs, they evaluate possible uses of funds. Earmarks skip this process.

Ceasefire had so little confidence in their ability to secure funding on the merits of their program, through normal grant-making channels, that they did it the good old-fashioned Chicago way: clout.

The answer is not to move out of the area. The answer is to get organizations like O.N.E. out of your neighborhood. They have lost all credibility in Uptown and I feel sorry for RP that they have gained a $250,000 foot in the door.

Ceasefire Funding Legislation
This Fiscal Year
Armed with the signed memoranda of understanding, legislators were able to insert earmarks for Ceasefire into the general appropriations bill. SB1548, the State of Illinois appropriations bill for fiscal year 7/05-6/06, passed in the crazy final days of May last year, included $3M for Ceasefire, in the form of 12 earmarks of $250K each to each of 11 Chicago neighborhoods and four other cities:

Next Fiscal Year
For the upcoming fiscal year 7/06-6/07, HB5759/SB3104 is the Department of Corrections appropriations bill based on Governor Rod Blagojevich's budget address of last Wednesday (2/16/06). It includes a $2M earmark for Ceasefire, so funding is being cut, but there are fewer strings because no neighborhoods or cities are currently specified. It's currently in the Public Safety subcommittee of the Appropriations committee.
Representative Linda Chapa LaVia (D) 83rd District, near Aurora seems to be some kind of Ceasefire champion. She introduced HR0832, which "streamlines" Ceasefire funding by ending the charade of funneling Ceasefire money through the Department of Corrections. Although Ceasefire's money will be taken from DOC, skip the step of giving it to DOC, and give it directly to UIC. DOC will never see it. It's currently in the Rules Committee.

Go ahead and make your case to the neighborhood for Ceasefire. Your organization needs at advocate right now. We have a neighbor down on the sidewalk in front of his home steps from an event where Ceasefire was "chaperoning."

But you need to do better than toss around crime stats. Do Cmdr Rottner and the 24th staff and Ald. Moore and O'Neil and the CAPS regulars and DevCorp North know you are blogging taking credit for cleaning up Morse Ave? Would you be surprised to hear some of our local politicians also taking credit for "crime is down" as the elections draw near?
Why bother getting all worked up over Wayne Jones' death anyway, you guys only rate yoruselves on "shootings."

And don't claim you're "funded through law enforcement." That's a crock. You are funded because you have patrons in the legislature in Springfield. Our General Assembly loves nothing more than throwing money away.

CPD has not shut down Ceasefire yet, so it must be a good program? That's no endorsement. There are several organizations in our neighborhood that CPD would presumably like to shut down but they don't seem to be able to. Doesn't Ceasefire have to do something actually illegal before the police can move against them?
So, let's hear it: show us a quarter million in benefits.
