Thank you for your email regarding the anticipated vacancy created by the resignation of President John H. Stroger Jr. I agree with you and have been working with many commissioners on urging the President to resign so the people's business may proceed. Among other efforts,I helped sponsor a resolution regarding transfer of power and authority and on an ordinance amendment to grant greater powers to the president pro tem.
As you know, the President did resign on Friday, June 30th. His resignation actually commences three replacement processes, because he is the board president, a commissioner (4th district) and a candidate for the board presidency in the November 7th elections.
As a county commissioner, I will participate in the election of an interim president to complete this term which ends on November 30th. I am pleased that several very capable commissioners have expressed an interest in this temporary position and believe there are many possibilities for a qualified interim presidency. This is vital so we may deal with the many issues facing our county at this time.
The positions of commissioner and candidate for the presidency are not within the control of the county board. The Democratic Committeemen of Mr. Stroger's district will fill his commissioner's position and the Democratic Central Committee will select a new replacement for the candidacy to the presidency in the November elections. In both cases, the Democratic Committeemen will replace Mr. Stroger because of his party affiliation.
The commissioner position and candidacy for election to the commissioner position in the upcoming elections will be slated by the Democratic Committeemen of the 4th District, which includes various south side Chicago wards.
The replacement candidate for the board presidency will be slated by the 80 Democratic Committeemen of Cook County, which includes one from each city ward (50) and one from each suburban township (30). I would suggest you contact your local Democratic Committeeman and voice your opinion with him or her also. It is imperative that you contact them as soon as possible, so that your voice may be heard before they make their selection. This office is too important for political maneuvering and the candidate must be qualified and experienced to administer a $3 billion government with over 90 bureaus and agencies and in excess of 27,000 employees. I have or will have contacted all of them again to relay this message also.
I sincerely appreciate your position on this matter and agree. I will continue to work towards bringing this matter to an end and dealing with the many important issues facing this government.
Peter N. Silvestri
County Commissioner (9th District)

As I assume you live north of Pratt (and not in the southern tip of the ward that has Mike Quigley as its County Commissioner), you are probably finding out more of the true nature of that tobacco and gaming lobbyist that was elected back in 2002.
