It sounds harsh, but the only way RP's problems are ever going to be solved is by drastically cutting the number of rented properties down.
I cant see any other way.
Mark: I understand your frustration, but I think drastically cutting the number of rented properties would hurt many residents. It does so because it harms all the good, non-criminals who make crap $$$ for what they do (the teachers, social workers, etc.), and forces them into even worse areas. not to mention, it turns RP into a disgusting Starbucks-infested yuppie area with absoletely no character (see Lakeview). I say mixed income housing is the way to go.
I am a bit biased, however. I'm one of those lower, lower lower middle class types who desires affordable housing. :)
