Moore Pal, Dead-Beat Dad Adelphi Developer in Foreclosure
Well, surprise, surprise! The Adelphi is in foreclosure (Crain's, July 19, 2008) to the tune of $2,183,512 (see Cook County Circuit Court case number 2008-CH-023826).
It's not like we didn't get fair warning. Moore went ahead and gave his blessing to the demo permits and a lucrative zoning change for campaign contributor Cedomir "Chad" Zuric, even though the community had discovered that Zuric owed over $400,000 in child support at the time ("Prominent development projects across the 49th Ward"). So, with the lien slapped on Zuric by the Illinois Department of Healthcare and Family Services, we sorta kinda got a subtle hint Moore's guy's pockets were not exactly Donald Trump deep. But, hey, what's a little child support arrears among divorced dads? Moore's vetting of this community development partner Moore introduced to our community consisting of making sure Zuric's checks cleared.
Dear neighbors, we are stuck with a gaping hole in the ground in the middle of our community where formerly a magnificent theater stood, and it is completely predictable and utterly avoidable.

At least Moore got paid. Zuric had dough for Moore but not for his babies.
Moore turned the Howard Theater over to slumlord campaign contributor Jay Johnson along with wads of public cash to turn it into low income housing, renegged on his pledge to bring movie theaters to Gateway Mall, demolished the Adelphi, and with his recent proposal to publicly subsidize converting the 400 Theater to live entertainment, Moore has completed his 17 year quest to eliminate movies from Rogers Park, replacing them with one or two movies in the park in the summer.

Former Adelphi Theater Site, 7070-7078 N. Clark / 1767 W. Estes (Clark and Estes)
Construction is scheduled to begin later this year on a 32-unit, five-story mixed residential and commercial development that will include four affordable condominium units monitored by the CPAN program. Start of the project was delayed because the project required two zoning variations from the Zoning Board of Appeals to allow for the construction of a clock tower and to narrow a gap on Clark Street between the new development and the existing building to its south. The Zoning Board of Appeals approved the zoning variations last month and the project is now in permit review.
Child support troubles? He should just call Joe! He's all about the children!
If it was about the children with Joe Moore, six kids would still be alive...
This is another situation where an effective alderman would address the issue openly and find a creative, positive solution that meets the needs of the community. That, my friends, is what an alderman is supposed to do.
Not Joe. He's already collected his contributions from the deadbeat and can say there was nothing he could have done to predict or prevent it. There is nothing he can do about it now.
Again, a smart alderman would come up with a solution.
Joe? You paying attention?
At this point in his career, Joe Moore is so defiant, so belligerent, he's lost touch with the residents of the ward. Campaign contributions are the only thing that motivates Joe.
........and because he is inept at doing what alderman are really supposed to do, he has to focus on generating more shady campaign contributions to to protect his job.
The cycle continues.
Little-told part of the story, back in 2005, an investigator with the Illinois Department of Healthcare and Family Services was trying to track down Zuric's assets, did a Google search on Zuric, found the Save the Adelphi website built by our neighbor Bill Morton, and wrote to Bill asking for help identifying Zuric's assets to encumber!

In managing to put the property into foreclosure, these two men must now be considered untrustworthy (read: promise breakers); dishonest (read: smarmy); or you can go ahead and read anything into it you want! They are both no good. No. Good.
What happened to the rest of the $14 Million, Mr. Zuric? Did you manage to get a part of that, Alderman Moore?
I don't think I'll bother with any more questions, because each man would circumvent them and come up with some cockamamie answer just to make himself look good, well, to himself!
If Joe Moore can't explain, maybe Mo Cahill, Kevin O'Neil or Jim Ginderske could explain? They're perfect for this job.
We've been duped soo long, at this point the community will accept any lame excuse.
A silver lining to the housing bust is less developer dollars to Joe.
I don't see him winning a next term.

Will you turn over the $14,500 in dirty money you got from Zuric (that we know of) to Zuric's children?
Will you apply your ill-gotten gains to the lien through the Illinois Department of Healthcare and Family Services?
Moore reported a balance of $86,648.27 cash in his campaign war chest as of 6/30/08.
Lets not forget the demolition of the beautiful Granada Theatre at the beginning of Joe's start in Rogers Park. It's it great that the closest place to see a movie is in Evanston at the Century Theatre? The Adelphi would have been a great place to watch movies! Parking could have been accross the street at the washing well or at the now closed clark mall. When will the people of Rogers Park wake up and realize that this guy is NO GOOD for Rogers Park?
The Village Theatre in the 6700 block of Sheridan is still open, so there does remain a place to see a film in Rogers Park.
It's too bad about the Adelphi, but honestly, it was nothing compared to the the Granada.
I was recently arrived here when I saw the Granada boarded up on Sheridan Road. I later viewed photos of that place and was staggered.

Absolutely. A friend of mine snuck in there while it was boarded up, awaiting demolition, and took some amazing pictures. Even in sad condition, it was a phenomenal place.
I'm glad that the Uptown still survives, although it's in increasingly precarious condition. They've had to take pieces of the upper facade down so they wouldn't fall on someone. From what I can see from the El, I wonder if the roof has been somewhat compromised.
Today's news about the foreclosure on the Uptown makes me hope that it's bought and restored soon, before it's too late. Rehabbing it fore use as a concert venue seems like its best chance for survival.
funny how you people are all for the old invisible hand of the market when the market does what you want, but when it doesn't, it's all the government's fault.
nobody went to see movies at the adelphi, that is why it isn't there anymore. no one went to the granada, either. same- the uptown, etc. plus early 20th century movie palaces all across the country. they had outlived their usefulness. it would have been nice to freeze them, and keep them. but i don't think any of you would be happy to pay the taxes necessary to acquire and work some sort of economic miracle on every pretty old building in chicago.
so don't be hypocrites. joe didn't tear them down. the market did.
i have no idea what the particulars of this project are, but the real estate bubble is bursting, and taking a lot of unfinished projects with it. this one is probably nothing special. expect to see more. it is part of a nationwide trend, in case you haven't read the papers from outside your bubble.
As much as I hate Moore, the Adelphi is no great loss.
It had been a dump for years, ever since one of the owners decided to run it without A/C in the summer!
They owned the building & a Chinese restaurant in the building & wouldn't open the theater until they closed the restaurant at 7PM, unless there was still someone eating, so you never knew what time the movies would really start.
The Granada is the real loss to Rogers Park & I blame Loyola for that. They had the money to buy & rehab it for their use & make a buck off it when they didn't need it, but the previous Loyola administration had no use for Rogers Park at all.
The current Loyola boss isn't that much better, but anything is an improvement over Rev. Pideret.
