Police and Neighbors Work to Remove Graffiti (Except in Chicago)

Baltimore Police Department, MD

The Baltimore Police Department and Access Art, a local youth art center, teamed up on the "Mural Project," a creative outlet for Baltimore City youth that discourages tagging in favor of public displays of positive community images. The premise is that to change attitudes and behaviors, young people must participate in their neighborhoods. Following 50 hours of professional art instruction and education to promote civic responsibility, the youth conceived and created a 25-foot by 75-foot paint brush mural showing residents in different stages of community involvement. Youth who would otherwise be involved in graffiti vandalism became advocates for cleaning up the neighborhood and acting as role models for other youth. In 2003, Baltimore City painted over 500,000 square feet of graffiti at a cost of $350,000.

Reno Police Department, NV

To respond to a growing population and an increasing number of graffiti tags-1,085 in a six block radius-in 2003, the Reno Police Department developed a "Graffiti Removal Kit" to help residents and business remove graffiti promptly. The result of this program is a 20% reduction in graffiti. During the first six months of 2003, there were 1650 graffiti sites. In the same time period in 2004, that number was 916.

The kit includes a 3-ounce can of graffiti removal solution, a sponge, a steel wool pad, goggles, plastic gloves, a dust mask, and paper towels contained in a can to mix the removal solution. For an initial pilot program, 100 kits were provided at no charge to community members, but now cost $10 each-a cost reflecting donated and discounted materials. Information about the in-demand kits was distributed through the City of Reno's seven Neighborhood Advisory Boards.

Prince William Clean Community Council, VA

The Prince William Clean Community Council (PWCCC), a nonprofit funded through donations, in-kind services, and government grants, has set up a Graffiti Removal Reward Program to assist victims of graffiti. Property owners that have been vandalized receive a $25 Removal Reward and a first time removal of graffiti when they report the graffiti to police and promise to remove any future graffiti within 72 hours.

Once the police receive the report, the PWCCC offers assistance and solutions, including the use of volunteers for cleanup, discounted paints, and some removal products. They also have a Graffiti Victim Liaison Program. A liaison assigned to each victim of graffiti vandalism helps them manage rapid cleanup and provides guidance on preventing future graffiti.

The PWCCC has also established Talk About Graffiti, a program for graffiti offenders assigned to community service by the courts. It includes a two-hour in-class graffiti education curriculum and two graffiti removal activities. Parents and guardians are also encouraged to participate.

Looking Good Santa Barbara, CA

In July 2003, Looking Good Santa Barbara (LGSB) collaborated with the City to launch a coordinated anti-graffiti effort. Through this initiative, they established an anti-graffiti ordinance, kicked-off an Adopt-a-Block program, started ongoing youth education, and, in conjunction with the Police Department, conducted a graffiti survey, estimating 5,000-7,000 tags. Program partners include the Kids that Care Clean-Up Program, the City Streets Division, and the Santa Barbara Downtown Association.

Their first project was the Anapamu pedestrian bridge, neglected and plagued by graffiti vandalism. Over 350 volunteers, including City staff, LGSB, Calvary Chapel members (donating over 1,000 hours of volunteer time) and neighbors transformed the bridge in one day, picking up litter, removing graffiti, and replanting landscape. In coordination with the cleanup, the Police Department staged a "sting" operation and arrested five taggers.

The Police Department has also partnered with LGSB to provide funding for every local school and library in Santa Barbara to receive a copy of Graffiti in Tahiti along with graffiti education teaching plans. To kick off the initiative, the Mayor, Chief of Police, and police officers read the book to students at local schools.

Church of Glad Tidings, Live Oak, CA

The Church of Glad Tidings engaged two sheriffs departments, two police departments, and the highway patrol to set up a program for rapid removal of graffiti in Yuba and Sutter counties in Northern California. Since the program started in 2001, 250 sites have been painted over using 680 volunteer hours.

Here's how it works. The Church educated law enforcement about graffiti vandalism and the need to remove it rapidly, installing "zero tolerance graffiti buster" posters in all agency briefing rooms. Officers on patrol call in graffiti locations to the dispatcher. The dispatcher completes a notification fax and sends it to the church, spelling out the location of the graffiti, requesting agency, and officer's name. With donated supplies and volunteers, the Church sends out cleanup teams each Saturday. Source.

Neighbors follow the 5 step CAPS program.
Step 1
: Identify and Prioritize the Problem: Gang graffiti that glorified the stabbing death of a gang-banger.

Step 2: Analyze the Problem: The gang tribute grew larger by the day.

Step 3: Design Strategies: Seeing the CTA refused to notice or remove the gang memorial that was under their frekin' noses for 2 weeks, the annoyed neighbors decided to remove the graffiti themselves - because the inattentive CTA workers wouldn't do it.

Step 4: Implement Strategies: At no cost to the tax-payers, neighbors brought paint, rollers, brushes and cleaning supplies to paint over and clean-up the gang graffiti. Neighbors asked the police for back-up coverage in case the roving violent kid gangs who memorialize this eye-sore came by to confront our beatification project for the neighborhood.

Step 5: Evaluate and Acknowledge Success: Threatened to be arrested if we removed the gang graffiti. Mental note to self. Don't involve the police next time.

Technically, the viaduct is the Property of the CTA (Chicago Transit Authority), who only use the "authority" to whine about how little money they have and that they must raise fares!

It is up to the CTA to MAINTAIN their property. If necessary, THEY could have (but did not) sent their own painters to clean- up/paint over the so-called TRIBUTE.

Where was our ALDERMAN, the person elected to SERVE THE RESIDENTS of the 49th Ward? He could surely have implemented a clean-up if he was at all interested in the residents' well-being?

So, you, Craig, and others decided to do the right thing, clean up the garbage, as it were, and YOU are threatened with ARREST?

For the time being, I'm not point one finger at Joe. This is all about the lack of attention the CTA pays to the cleanliness and safety of our EL stations.

The New Years Day beating at the Morse EL is the latest example. Mr. Hubberman should be ashamed of his workers lax attitude to their well paid jobs.

A dozen good citizens stuck their neck out with me today and got confronted with arrest. The Chicago Police should be ashamed of themselves. Would they want this near their home?

On a regular basis for years, at least two members of CAPs 2424 remove grafitti, when the blasters don't do it. I have never been harrassed by CPD or others for removing non-gang tags. Most grafitti is not gang related. Therefore, it is possible that police staked out the area to see who was attracted to the dubious memorial.

It is easier to call the blasters. They usually take a few days, but with persistence things happen. Here is a link to the website. Identify and type in 'the location' online and Streets and San usually cleans it within a few days. 311 is less efficient to useless unless you call the Ward Streets and San Supervisor.

The City has resources, you just have to network with others on your Beat, who care enough to investigate all resources.

I would think that if someone posts provocative political signeage (i.e. BHeart) suggesting that abatement is some sort of non-City of Chicago project, then they can easily evoke union concerns. We supposedly have a closed shop, but the City often ignores clean up acts by good sumaritans.

Working on CTA property may create other issues, but if you work reasonably quickly, removal gets done. However, I have worked two block areas for hours without hassles, since most neighbors want the crap removed. If you quickly park close to the mess, pull out the paint and get the job done, it works easier. Making a production out of clean up is unwise unless you involve Streets and Sanitation. Have any of those concerned made an effort to 'amicably' approach Streets and Sanitation to see whether volunteer work is possible?

However, there are solvents that work wonders. You just have to use precautions and be persistent. It can stop for a while, as well.

If you leave it on, it gets larger. Sometimes, CPD thinks that it can mine gang grafitti for information, because some insist that they can interpret it. However, if you don't like grafitti and want it removed, then take note of the above link, document the location of the graffiti, and use Chicago's resources. Then report back when three days have passed. Also, consider make a second effort with 311 to follow up and keep a print out of the request with the date.

Finally, The Wards Streets and Sanitation number is available. Anyone can contact a supervisor if they really care. Maybe, I'll post the phone number on my blog. However, I doubt that one or two people with a solvent and rags will evoke much concern.

Isiah Stroud did NOT do well in school...he DROPPED OUT of Senn High School and, according to his mother, Ester Stroud, was attending DuBois Alternative--a school I cannot seem to find any information on, after hours spent going through alternative school lists.

And who, Freakyville, are the "wrong friends" you mention? Possibly the GANGSTER DISCIPLES?

You can use this comment about Rogers Parks, things will get worse here as well, they will not get better until there is a change in the leadership in the ward. We need an alderman who cares about what is going on to the people who live in the ward, the people who take the El (at any time of the day or night)park there cars on the street, take walks in the neighborhood.

The alderman leads by his actions, pushing for the people who provide city services to do their job, not to look away from problems.

When I was a teenager we hung out past curfew, while the kids who where hanging out at 3am should have been home isn't the big problem (many of of stated out past curfew & been where we shouldn't of been when we where teenagers) The problem started with the fact that people who where at the Morse station let the teenagers hang out there at 3 am. Since I was not there I can't comment on who started the "fight" there was a comment about one of the people from the bar makeing a rude commont to one of the teenagers. Again it gets back to the CTA workers did not call the police to get the tens to leave, if they are not there, there would not of been a fight!

This comes down to the leadership of the ward. Which is none, has anyone recieved an e-mail from our alderman addressing these issues and what he palns to do about it? Does he call a news conference and denouce the recent violence going on in RP!

"Being threatened with arrest" was exactly what happened yesterday.

I was there with other neighbors ready to help paint the viaduct wall. Also present were two cars of plain clothes officers and three cars of uniformed officers. The police expressed their concern about the graffiti, but also noted they had a duty to not allow members of the public to paint a wall. It was an astonishing situation given the many existing examples we see every day in Rogers Park of ugly graffiti, full of threatening, gang-style bravado sprayed in large strokes.

Craig notes the existence of hundreds of successful programs around the nation where residents, churches, community groups, and the police work TOGETHER against graffiti. These community-based efforts achieve faster results and work more effectively than Chicago’s own anti-graffiti program. We should push for a Chicago ordinance/program to put that in place here.

Dear FreakyVille, you keep telling us to mind our own business. I've said it before and will repeat. We live here, we raise families here, and therefore this is absolutely OUR BUSINESS. Look at the big picture. Don’t you actually hope that we continue to make violence and crime in our community - and the conditions that help perpetuate it - a top priority community business matter? Our reaction to the graffiti would have been the same regardless of the race of the child that was killed, and regardless of the race of those who wrote the graffiti. We know that in Rogers Park, children and young men and women of all races (contrary to what the mainstream media would have us believe) are involved in various levels of street life that often lead to a dead end. We know that. We get it.

No doubt there are elements of racism involved in this whole controversy, but it’s not the one you suggested. If Isiah Stroud had been a 16-year-old with blond hair and blue eyes, the story would have been big news in all of Chicago’s mainstream media, and it would have gone national. In newspapers, on TV, radio, and the Internet, we’d have read more detailed information early on about the circumstances of the crime. There would have been tons of sidebar stories on Stroud’s family, quotes from his friends, reactions from his school principal, and a pastor. And, some local politician would be issuing a chest-thumping “I’m gonna do something” statement about crime prevention. Thankfully the police (unfortunately it appears that ONLY the police and some of us) treated the crime with all the seriousness it deserved.

The mostly quiet news media and official reactions we’ve seen confirm again that, in spite of Obama’s election and that we are supposedly living in a “post racial” world; nothing has changed as far a race and racism in Chicago. I worked as a news reporter years ago. I’ve seen how news is covered or ignored depending on the race of the victims and the perpetrators. The fact is the news media and most of the public, with few exceptions, treated Isiah as just another black kid killed in Chicago. That’s just not acceptable. I believe Isiah’s life and his murder are serious for all of us and should not be ignored.

Has anyone else contacted the CTA?

I called today and spoke to the woman in charge of facilities management. She was unaware of the problem. While on the phone, I direct her to this website and to the photo of the wall. She will have an inspector at the Jarvis EL tomorrow morning and believes she can have the wall painted within 24 hours. She says she'll call me tomorrow morning and give me an update on when it will be painted.

She was more than shocked that CTA personnel would ask police to stop neighbors from removing graffiti. She wanted to know who at the Jarvis EL objected to neighbors doing so. Since I wasn't there Sunday, I couldn't provide her with this info. If you have more info, please let me know, I'll pass it along.

Agreed, mcl. But in the warped world of the gangbanger or the wannabe, going to prison, even for life, is a badge of honor. Their are guys in prison who STILL proudly wear their gang affiliation, flash signs and make being inside something that only a "true gangsta" can handle. They glorify that sh*t to coverup for the fear, the despair, the realization that they have completely f*cked up their lives. For some, only death can convince them that maybe they made the wrong choice.

Hopefully, Isaiah's friends who are learning from his death, no matter what the circumstances were.

Two years have passed by and the comments hurt! People who did not know Isiah, have the right to post negative comments! This is the way of the world. For those who knew Isiah, you knew that he never judged a person he found good qualities in every friend! Isiah had many friends in all nationalities! He was the kid who would help the neighbor upstairs with their groceries! Isiah,was the 8th grader who tutored Algebra at Trumbull school! Isiah was the kid who ran the fall into fitness 5K Run/Walk for 5 years in a row 2008 Isiah, finished 4th out of 1200 runners! Isiah, was the Uncle who would watch Family Guy with his Nephew almost every night! And to the post that Isiah, dropped out of Senn! It was posted wrong in the papers! With the help of Prologue caring staff and the Board of Education we were able to transfere Isiah at the age of 16! Which is almost impossible to do because senn refused to let him go until he was 17. And by the way Isiah went into senn an A student! But we noticed his grades were beginning too drop! And he didn't like it there. Everyone has a choice in life ansd sometimes people can get the wrong image! We noticed Isiah, had some bad infleuences around him but he would always say! Mom it's hard out there sometimes you have to uphold an image to make it in certain areas! And who am I to judge! Isiah, was my youngest son and regardless of how you may feel about him pictures does not tell his short life! Isiah grew up with a Mom a Father one Sister and a older brother! And just because people wrote gang signs, pitchforks etc.. maybe that was there way of expressing what they were into! and they were just showing respect! These comments really hurt I remember someone posted Isiah, Mom is so dumb she didn't even know how to spell Isiah! What a horrible remark!For those who really knew Isiah, we Thank You for your support and for always keeping Isiah,in your thoughts and prayers! Ester Stroud
