Pay-to-Play in the 49th Ward Leaves a Gaping Hole in the Ground

It's going to be shown in "High Def." You can almost smell the weeds and garbage.

The theme of this week's "This American Life" (Friday evening at 7pm on 91.5 FM) are the unseen parts of America currently effected by the economic downturn.

Apparently one of the segments will focus on never-completed condo rehabs in RP that are falling into disrepair and full of feral cats and squatters, much to the consternation of the few unit owners who actually inhabit them.

Joe Moore supported Chad Zuric without doing a background check.

If Joe Moore would have done ANY research at all on Chad Zuric or the Golden Hands company, he would have seen a trail of foreclosures and unfinished projects.

The campaign contributions to Joe Moore just before the rezoning of 7070-78 N. Clark Street and the demolition of the Adelphi Theater reeks of bribery.

Isn't Pay-To-Play illegal in Chicago?

Rezoning in exchange for campaign contributions is considered Pay-To-Play.

This is why it is Joe Moore's fault that we have a dangerous, unsecure hole at Clark and Estes.

He put his need for campaign money to get re-elected over the needs of the community.

"I will be the guest tonight on the Cable Access Network's (CAN-TV) live call-in, "Political Forum" program. The show will air TONIGHT (Wednesday, March 18th) from 7-7:30 p.m. on cable channel 21."
No mention of Carol at 10:00!

I just saw the segment and I can't believe she didn't mention Bill Morton at all or his valiant effort to save the building including a petition with 1,000 names on it. Otherwise, I thought it was pretty good. What do others think?

I called 91.5FM Public Radio (WBEZ Chicago), and they directed me Seth Lind, producer for "This American Life" in New York where the show originates. I e-mailed him about the possibility they might air the segment soon. He sent this response earlier this evening:

"Ira (Glass) is flying back from Chicago after doing reporting for the story you mention. If the story runs, it’ll be next week’s show."

Notice the "if" in that statement but if it does run that would make it Friday, March 27 at 7:30pm Central Time.

Good piece by Carol Marin. I wish she had mentioned that many residents opposed tearing down the Adelphi, and that Joe "Mr. Transparent" Moore went ahead and acceded to the wishes of a developer who just happened to give him a contribution. Interesting how Joe changed his mind about accepting developers' contributions because he needs money to campaign. Get a clue Joe, the 49th Ward no longer wants you as Alderman.

You may not like it but Joe has done nothing illegal and this piece of investigative journalism proves it.

I do think Joe is addicted to campaign contributions but there is zero connection to any pay to play. I think the state is and always has been a shaky place when it comes to campaign contributions. It needs to be changed in Springfield.


One only needs to look at Connie Ables and Rich Aaronson as two examples of why giving money to Joe does not necessarily get you what you want. Developers have always given freely in whatever ward they do business in. Some it's required, some it's expected and some it's just gravy and thank you very much but I will not make any decisions based on contributions.

It looks suspect I agree but unless you have proof of some collusion or documented pay to play you got nothing. Joe knows it and Carol knows it so this piece just stands as a minor footnote in what is really happening n terms of pay to play.

Should Joe be taking any $ from developers doing business in the 49th ward? No... Until systematic campaign finance reform happens politicians the state over will continue to take money from just about anybody who is giving knowing it is completely legal.

So Craig....you really stand by your quote that you can't get a zoning change in the 49th ward without giving a campaign contribution? That sounded like a resounding MAYBE from you.

Sorry Joe, it's not about whether or not you broke the law. It's about your undeniable unethical behavior as a servant to the public.

You're only responsibility is to SERVE THE PUBLIC. You get paid a hell of a lot of money to do this simple task. The need to raise money for your next re-election campaign does not justify unethical decisions. Your explanation was incredibly selfish and a slap in the face to residents of the 49th ward and all citizens of Chicago who depend on you to make decisions that affect our lives.

It's sad that those of us that work in the private sector are held to a higher standard of ethics than our elected officials. In my line of work, the government has made laws that require that I return/refuse ALL gifts from vendors or clients, regardless of their intent, to ensure that we are not influenced to make unethical decisions. Why aren't you doing the same?


I look forward to Joe's next "satellite Service Station" visit to the Red Line. I have a very special service request for him.

I was able to see the story last night, and it was a fine job by Ms. Marin. But at the end of the feature, Marin implied in the form of a question as if at some point Lying Joe had changed into a sleazeball alderman.

I would respond to Marin's query by noting that a detailed look at the campaign disclosure reports of Moore's campaign ocmmittee from the late 1990s would provide a clear answer to that question. If you were to go to Moore's Semiannual Report for the second half of 1997 (available only on hard copy from the State Board of Elections), you will note that thousands of dollars went quickly back and forth between Moore's committee and a group run by convicted felon Bob Creamer, Cong. Jan Schakowsky's husband, in what would seem by many to look like an effort to cover up an earlier round of Creamer check-kiting (the offense which got Creamer his four-month stay at Club Fed).

A year later, in the late fall of 1998, Moore's campaign committee received a contribution for the management firm that ran the 1200 W. Pratt Blvd. building, on the same date that the building was up in Housing Court. On that day in court, an aide to the Alderliar pleaded with the judge to give the management folks a few more months to install a secure lock on the building's back door, so that vandals and arsonists could be kept out of the building.

The bright side is that all of the development meant for more homeowners. I would think homeowners pay more attention to politics than do renters, as they own a piece of the neighborhood.

Moore may have dug himself a hole that will be very hard to climb out of.

Think again. I'm a lifelong renter who has lived in Rogers Park for over 30 years and I pay close attention to the politics in this neighborhood as do, I belive, most renters where ever they live. Political decisions affect us too! I'm so tired of people discounting and disenfranchising us because we don't own land. Criminals don't care if I own land, schools won't teach my children any more (or less) because I don't own land, and a rise in property taxes results in a rise in my rent. So just exactly how do you figure a home owner is going to pay more attention or have a higher stake in politics than me?

Other than Joe and the developer I do not remember much support for this project.
There were several of my brothers from the union trades that identified Chad as someone who cut corners on all his projects and cast doubt on his ability to fund and complete this project.

HMM time seems to have proven local 58 and district council as correct.

I remember one very outspoken neighborhood activist as claiming that all Chicago unions would only give white males jobs.

One of my brothers an IBC woman laughed and disagreed as she was hopeful that she could get a job on this site as it was close to home.

She was covered in concrete as she had been a big pour that day and still took the time to come to that meeting and ask that the project be built with union labor.

They did not use union labor and that led to the iron workers picketing the job.

Of course when the the parking garage was built at Loyola and latter some of the other buildings on campus I remember working with several non-white, non-male union brothers on those jobs. So that kinda contradicts the activist's point of view from my own personal experience.

Of course I only have 20 years in the trades working in and around Chicago on projects like T5V and the Strick medical building as well as many buildings downtown.

Anyone with the least bit of experience dealing with developers should have known this development team was not going to get this project built.
There were many red flags.

However to Joes credit he did lead the political fight to down-zone many areas in RP to protect the single family home way of life that I do enjoy so much and for that I am very grateful.

But you get into bed with scab developers like Chad expect the worst.

Seems like some of those campaign contributions should have been spent on researching liens and other legal issues surrounding Chad and his companies.

I tire of the owner vs renter mindset, especially since most middle-income renters in this nabe are not only just as involved politically and care just as much for their neighborhood and their city...

... but because it's laughable to act as though we have less of a stake than some "owner" who borrowed 5X his/her income to buy, made no downstroke AND maybe got cash back at closing, and is 30% underwater (at least)and maybe borrowed against the place to buy other stuff. A homeDEBTOR is not a home owner, just a lifelong renter.

I don't believe I was even on the committee yet when this decision was made. However, I do know that the committee does not rubber stamp, but reflects on, discusses and reviews each request with integrity. Not liking Joe Moore, your neighborhood or your own life, gives no one the right to lash out and degrade other people. Like Ghandi said, "Be the change you wish to see in the world." but is it really change you want...otherwise what else would you do with your life...? Ms. Marin don't fall victim to the hype! If you need some real news, call me.

Ok I will ask one question how did you miss the lien for un-paid child support.

Seems Bill found it pretty quickly.
Maybe he could join ZULAC as a researcher.

All I ask is research then reflect on the developers ability to complete a 10 million dollar project.
After all it was a one of a kind theatre that we lost.
In my opinion a run down theatre is more valuable than a hole in the ground.

Also the developers were not interested in any green technology only in ROI and profit margin.

I am questioning your ability based on the decisions made and the results seen so far.

How many times do we see scab developers in the ward vs good paying union jobs?
