Why didn't the first responding officer give a 50 person gang dispersal at Howard and Marshfield 2 minutes before the actual shooting he radioed in on Howard went down? After all, that's what the HSI is all about. Prevention.
Why was there a stand down?
These procedures were not mentioned at the meeting Monday night. And, please, give me a little respect. I heard the whole thing go do over the radio. It's on tape. It should be recorded on a couple blue light cameras.
Someone or some people need to be arrested for this. To set a hard example. We've got numerous offenses that went down.
* Criminal damage to property.
* Mob action.
* Possessing a gun.
* Firing a gun.
* Cover-up.
10 shots randomly fired from a 9 mm on a Sunday afternoon less than 500 feet from a church, school and train station. The fact the kid was such terrible shot is the saving grace. We got to stop treating these kids like kids.
And please, I don't need to hear about a "shift change." Quite frankly, I know the answers. You're out manned. The kids are out-of-control - and don't respect the law. I just want to hear you say that.
How about we go after the parents, and hard. Make them be held accountable? That's how it was done when I was a kid. Then my Uncle tore me a new asshole when I got home. If you know what I mean.

Sir, I reviewed video footage from the Howard Street POD camera from 1600 through the time of occurrence. The following facts may be stated:
1) A car assigned to the Howard Street Initiative was on the scene prior to the incident and was able to call for appropriate assist.
2) There was never a group as large as 50 gang members
3) Enforcing gang and narcotic loitering requires gang or narcotic behavior not mere gang affiliation
4) Immediate assist after the incident was present. Both an Evanston squad and multiple 024 cars responded.
5) Since the inception of the Howard Street Initiative (01 FEB 09) thru 15 MAR 09, there has been a 33% reduction in “shots fired” calls on 2422
6) Since 01 FEB 09 thru 15 MAR 09, there has been a 10% reduction calls for service and a 26% reduction in reported crimes within the Howard Street Initiative boundaries.
Items #5 & #6 sound like progress.

I am more than willing to give the new Commander a chance, and I know he has his hands full with the mess North of Howard. The following information is from the Evanston Police Chief:
Chicago PD had a large disturbance at 1615 hrs, the time they change watches, between two warring gang factions at Jonquil, Paulina, Howard area. Shots were fired and the Chicago Police requested our assistance due to a lack of responding cars. Five EPD cars and a wagon responded to the scene and beat 78 heard the gunfire and saw the smoke from the fired weapon(s) but due to the large amount of people involved did not see the offender. Our cars stopped subjects matching the offenders description with negative results but contact cards were accomplished on the subjects stopped. Approx. 10 shell casings from a 9 mm were recovered from the area by Chicago PD. Chicago quelled the disturbance and our cars cleared the area. No further disturbances in that area.
It looks like Evanston sent 5 cars and a wagon Commander...not just one.
It doesn't matter to me if there was one person or 50...when a police officer describes the scene as 'warring gang factions' and 'large amount of people' I think that sounds like a pretty serious event.
Decent, law abiding citizens are sick and tired of this behavior Commander and Mr alderman. We want to enjoy our neighborhood too. We want this mess cleaned up now...it's been bad way too long and it is getting worse.
PLEASE PLEASE PLEASE, support our Police. At least the new Commander is TRYING to do something with a situation that has SUCKED for over 20 years, and a situation that has overwhelmed the neighborhood, and is on its way of overwhelming civil society in a major way.
Sowing disdain on the ONE element of "Government" that is doing ANYTHING, anything at all, to try to get our local thug life under control, is not helpful to that end.
Where is the MAYOR?
Where is the Alderman?
Where is HIS statement?
Where is HIS OUTRAGE?
Where is his MEDIATION?
Where is his SOLUTION?
Where is OUR OUTRAGE?
Why are our concerns NOT being addressed by our ELECTED officials?
Those are the REAL questions that we should be DEMANDING answers for.

With the exception of Bill's remarks, I agree 100% with you folks.
When it's gotten to the point that I've adjusted my schedule to ensure I'm off the streets when Sullivan lets out and I'm nervous every time I'm on Howard for a patty from the Caribbean Bakery or whatever, that's seriously bad news.
Maybe the police should consider staggering their shift change times as they suggested Sullivan do with it's dismissals, follow their own sage advice. I'm willing the give this guy a chance, yet have a hard time with some of his insufficient and abrupt responses(i.e there were not 50 people). If he counted heads off the tape, then tell us how many there were, ya know. He should show a willingness to communicate without the arrogance. He says it's a team effort right, 1/3 police, 1/3 public and a 1/3 community?

He's the least qualified person to be commenting on or providing advice as to how police should deal with this situation.
When he manages to trash the Heartland Cafe into nonexistence, he'll merely ramp up his complaints when similar gang activity and actions invade the corner of Lunt and Glenwood.

I'm afraid our Alderman is too worried about things that don't really effect the neighborhood he represents and the Mayor? Who the hell knows? He has completely lost touch with this city - he's too worried about the Olympics. Moore should be outraged and walking down Morse taking the L, looking at the grafitti everywhere - instead of riding around in his government car worrying about the transparency of others!@

...and moved to where the cameras can't see them. The goal is to get rid of them, not just have them move a block over.
I don't know what section of Howard Street you have been on, but the police cameras did not deter any crime. The only thing that has helped so far with Howard Street is the increased police patrols and the zero tolerance attitude they have adopted.
And if yesterdays nice weather is any indication, the police will have a very busy summer North of Howard.
When will you people get it? Daley, Moore and a slew of other so-called city officials don't give a rats ass about you. Does anybody here actually believe tht these cameras are effective or that there original purpose was to reduce crime? Do you even believe that somebody is even watching them? As John Kass recently said, these so called leaders are in it for one reason. To make money for themselves and their friends. Thats it. Not to do something for you the taxpaying citizen, it's to enrich themselves. Daley keeps promoting these cameras because it will enable the city to reduce the amount of Officers the city has to employ and because the company that sells them the cameras is more than likely "connected". I do not know of one single crime that has been prevented or solved by a camera.
Everybody here wants a safe place to live. You pay taxes and do the things that you are supposed to do,right.Your a good neighbor, a good citizen,right? How come the City and it's political leaders don't have to do the same? Why doesn't anybody ask the Mayor (who is the defacto Superintendent of Police in reality) why they are stripping the Districts of it's Officers and sending them to "specialized units" who will all be sent to the south and west sides this summer when things start to heat up. Does anybody here actually believe that there will be a greater police presence in RP this summer? If so, I have a bridge I'd like to sell you. How come nobody asks the Mayor why he is reducing the number of beats in some districts which then allows the City so say all beats are manned. Why does no one ask the mayor why we are spending so much money on the CAPS program when it's only real purpose and accomplishment is to employ people who are "connected" and are otherwise unemployable? Why are there now less Officers working the streets than ever before and yet a greater amount of "inside" people than ever before? Why does the Chicago Police Department have to rely on a SUBURBAN police department for help like we did with the incident the other day? Why is the GEU,GIU,MSF, not being sent to RP? Why do districts like 019,020 have a full compliment of tactical Officers when those Districts are virtual retirement homes and yet RP is in flames? And don't even think of blaming this new Commander as you seem to enjoy doing lately. He won't be able to get help any additional resources any more than you will be able to. Ask the mayor, why are the law abiding taxpayers in this city denied the basic services that they are paying for. Why are they being denied a fully staffed police district. Why is that they cannot get basic police services yet an area where todays victim will be tomorrows offender receieves a virtual army of police officers?

Even more important is why aren't the citizens holding the Chicago politicians responsible for denying their right of self defense by concealed carry. The town where I reside has an outstanding, fully manned and equipped Police Force; still, I don't rely on them for my personal safety. I rely on myself by carrying my .38 Snub with me at all times.
