hmmm...is this the same building that had 3 drug arrests a few weeks back? 3 people arrested for possession with over 60 prior arrests between them?
Could it be the landlord does not screen his tenants properly? Is this landlord acquainted with the alderman? Does he donate to the aldermans campaign fund?

What a mutt. Dirty dog needs to be put away before he does some type of sex violent crime.
Apparently the caller reporting this bizarre situation was an employee of the building or property management, according to the dispatcher.
The dude's a whack job, that's all. Rape is a crime of violence. I'm guessing this guy is pretty harmless, and pretty crazy.
