Alderman Moore got the CAPS 2431 report from Kevin O'Neil for March 2011. If you weren't one on the twenty-five attending last night, here's what went down.
Hi Joe. Here's a report on tonight's Beat 2431 meeting. Cmdr. Wick had a prior commitment, but he sent his gang TAC lieutenant and one of his sergeants who used to be a Beat 2431 team leader, which was great.
We had a a very productive meeting, with about 25 attendees. Of course, most people wanted to know about the recent shootings in the area. Sgt. Baranowski started off the meeting with the good news that earlier tonight, 24th District police had arrested eight gang bangers at Greenleaf and Ashland, and one gun was recovered. Police think some of these guys were involved in the various shootings in the area. Those arrests are wonderful news.
Then Gang Lt. Kuzinski (not sure on spelling) assured attendees that all those involved in the shootings -- victims and shooters both -- were gang members, and that all incidents happened after 2 am. As the lieutenant put it, "Your parents told you nothing good can happen after midnight being outside, and they were right." He certainly acknowledged that a shooting at any hour is deplorable, but he sought to assure citizens that ordinary residents are not targets of shooting.
Police also reported on various arrests over the last month on the beat for theft, assault and burglary, among other crimes. They also said the bike patrol teams would be starting very soon.
We discussed the importance of citizens calling the police anytime they see trouble. Sgt. Baranowski mentioned that tonight's arrest of eight gang bangers was the result of a citizen calling 911 to report suspicious activity -- these eight guys hanging out on the corner.
So the key message for 49th Ward residents is we citizens must work together with police to identify and report criminals. Then police can do their job.

I live right by the corner of Greenleaf and Paulina, and let me tell you, trouble abounds there. I call 911 to report shit like this a minimum of once a week once the weather warms up.

And, jeffo, I even picked up some garbage on Greenview and Morse on Sunday. Noticed that the building that houses the Common Cup finally got some chains for their dumpsters. Hopefully that helps with the wind situation.

Schreiber Park is getting a new play lot this year. Many more improvements planned for future year. Master plan includes a feild house.

It is Lt. Paul Kusinski he is the 24th District Tactical Operations Liutentant. Nice guy and I have his contact information upon legitimate request.
The key this is summer to crime in some creative police work and VIGILANT calls about any potential gang or drug activity even if it looks mundane or somewhat innocent. Our biggest problem is drugs which fuels the gangs and if you recall they have NOT been able to get many crack cocaine arrests. This is because the dealers keep it in their mouth, which is better than where they used to keep it. :)
We all need to call on users, addicts, and do our own surveillance on the drug activity and report it back to the officers. If we don't call 911 we wont get the resources allocated.
FYI I am suggesting to the Mayor that we make gang members dress in a hot dog costume or chicken outfit after an arrest for at least one month to see if that will have an effect more to come on that one.

I must have an impersonator, because I don't attend CAPS meetings anymore - since Sgt. hard-ass (Baranowski) kicked me out of his little club, and almost tazed me on the street.

Excellent news - glad to see some punks arrested and pulled off the streets. I'm sure the slime will start coming out from their rocks again and down to the park when it starts to warm up. Where do all these people go in the winter?
I know the sargent, and he banned you from all future CAPS meetings because you were a complete raving, drunken idiot during the meetings, and nothing could get done with your loud mouth running all the time. Has anyone else been banned from CAPS meetings? No! Because most people can behave like humans instead of booze soaked nut jobs.
It's the same reason you are banned from most bars and restaurants in Rogers Park.
Maybe you should ask Big Joe if you can come back to the CAPS meetings now that you're his little joe. It might help to say "pretty please."

If you read the comments in the link I posted on Sergeant Baranowski four years ago, Hugh didn't agree with Sergeant Baranowski's actions. Now Hugh suddenly knows the Sgt. well, and backs him up because he's turned into our own verson of Carrie Amelia Nation.
I have had a few run ins myself with the local police, but I think they see that this is actually a neighborhood worth protecting now.
In the past few years the police morale in general was low, jody weis was just not a good leader, also the police just thought Morse and the adjoining environs was just a horrible hole that couldnt be helped.
I remember a few times being told by the police that they felt sorry for me for living here, I also remember a cop threatening to arrest me because I was mad about a homeless guy loitering on the property next to mine, I have had good times and bad times with the cops. Others have been very supportive.
Overall I think they are now getting the message, this is a neigborhood made up of for the most part decent people and we dont want this scum around, AT ALL!
If they said the shootings were all after 2am, they lied. What about the one on Estes at 6:45 in the evening?
Dunno where to submit this, I moved into the 'hood a couple of months ago. Now that it's gotten warm there are more panhandlers on Sheridan, and there was a really wired, bouncy black kid lurking around Starbucks next to the New 400 this morning, seemed like he was amusing/annoying people who didn't really understand that he was probably hi. So, they didn't get my business today, if some POS is going to hang out in there I'll just go elsewhere.

Trash Update 3/25/11
Not bad. about 3 small plastic bags (you know the kind that float around the earth) of stuff on my route, I did venture a bit further west on farwell and I almost reached ashland. I did that due to the trash on the north side of farwell. I met a nice new neigbor today too.

Thanks everyone who picks up, really this is just us taking care of business and taking care of our neigborhood and freeing it from the suffocating influence of the gangs. This is us saying we care about our neigborhood and we dont care how many times you litter, it will be picked up.

3/26/11 Special Trash Report Update.
I finally had the time and energy to pickup all of the trash on the former synagogue site, including some of the house next doors front yard and all of the alley behind it.
How many bags you ask?
three 13 gallon bags worth
and two 30 gallon bags worth.
I had to make a trip home to get more garbage bags. And I broke out my secret weapon, the nifty nabber bagger, totally nerdy but totally helpful. A canvas collapsible garbage bag holder, lightweight, totally indispensable. I will write about this job in segments because I dont want this to be accidentally not sent.
Okay notable items found at the former synagogue site.
1. spent cache of whippits
2. Very heavy storage box filled with sextoys, the vacuum thing for the guys junk, unused lubricant, and a fake vagina nasty.....
3. A christmas tree was dumped there
4. 2 pink lamps that sucked.
5. the only item I kept was a burn notice frisbee.

This site is an abscess, how do you cure an infection? Incise and drain. Well I have picked up all the pus. Now we or the city or probably just me has to cut up all the wood and take it off site.
I have cut down alot of buckthorn, so for me this is childs play.
The people of Columbia, shame on you. Your trash has overflowed your trashcans and leached onto the back of the synagogue site. You all should be ashamed.
I went through the bramble and everything and picked up all the meaningful trash on the syangogue site, some of it has been there for a very long time, you can tell from the sunbleached aluminum cans...
Its also painfully obvious that the former synagogue members and owners have turned their back on this community. That dont care about it. Plain and simple. No pride. Sure they talk about the old days, but now to them Rogers Park is a hellhole.
I dont live in a hellhole. I am an atheist. But even as an atheist I have more respect for the land than whoever on this completely dysfunctional board owns this land. The people who own are greedy and selfish and have turned their back on the community, they dont care that many jewish people made their start in the new world in Rogers Park. Or atleast thats what Ive gleened from cleaning up the filth from their former holy site that they have basically abandoned.
They are fighting suicide bombers in Israel. While in Rogers Park an important holy site is a trash dump. Shame on all of you.
And by shame on all of you I mean, the neigbhors who dont lift a finger to pick up the trash, to the people who do the actual littering and to the people who once belonged to this congregation and can still either give money to help fix this holy site or pick it up and who arent demented and to the people who site on the board that own the site. Shame on all of you for allowing this abscess to grow and fester.

People prayed there, hung out and joked. Now people have sex there and do drugs. That is broken. That is sad.
And I know I went a little nuts with the comments. But I care.
I understand jogging when you are in your twenties. I am in my thirties. I only feel satisfied when I have done what I can to solve real problems. I didnt invent trash. I dont do this for a pat on the back. I do this because litter is a real problem. Its only solution obviously is to pick it up. So if there is a horde of trash I pick it up.
I am not superman. I am a certain sphere of influence. There is a limit to what one man can do.
I dont go north of morse and I done venture south of the alley of pratt. Thats my limit.
I havent been able to pick Pratt up lately, but I would like the condos ans townhouses from lakewood to wayne to help out.
1340 w Pratt is a major problem building, that closest one in my "sphere of influence" that I havent dealt with. There is trash there on many occasions, and there is a gate that doesnt close. Unacceptable. The number on 1340 w Pratt doesnt work. But I will let the aldermans office know about 1340 w Pratt, the true roach motel.

Maybe a Rogers Park Cleaning Club needs to form...get as many people as possible to start cleaning all this mess up.
Get groups on the street, make a presence and an impact.
I think thats a good idea jiminy junk. I think however everyone has a busy schedule.
I basically do my work when I have free time, which is not very predictable. Also its a nice time to think your own thoughts while picking up and thinking about the trash.
3/27/11 Trash Update
Where there is smoke there is fire. I am a big believer in that especially when it comes to litter. Shocker.
I found a 13 gallon trash bag on farwell, nice! So the bulk of the trash that filled it came from the Family Dollar parking lot. Looks like someone had a fit with large fruit juice containers. Also there is a cesspit/abscess of trash that I picked up in the far corner by Family Dollar. Methinks the gangs or lowlife have been hanging out there.
A new place I have to watch for.
The Family Dollar Store is a hellhole. Both employees hung up on me effectively. I told them about the trash and they told me that this is the City of Chicago and also whined about how many other stores are in the parking lot, um 2 others, and I think Family Dollar attracts the most litterers and is the source of the litter. 773-764-4250 is their number. I will be talking to the ward office tomorrow.
Things I have found of late. Two decent black winter hats that just need to be washed and a purple plastic scorpion.

This is the time of year to change things, to consistently keep the area safe and litter free.
How many litter filled areas are totally safe awesome areas to hang out in? It goes hand in hand in hand. I know I sound like a broken record. But if there is an abscess of trash near you and you dont dont do anything about it, like pick it up and let the business know about it and ward office, then if crime is happening there and the gangs are shooting at each other, well, then you havent done your job to keep you and your neigbhors safe.
The lot should have it a fence around it, according to city ordinance.

The Ward Office let me know that the Jewish Federation sometime in April will taking over the former synangogue site at 1239 w Pratt.
I also informed them about the trash in front of Family Dollar being a problem.
Maybe thats just part of Family Dollars mission statement,
"Trash... eh. Its the city...."
Or what they say at that Family Dollar, "what about all the other stores in the parking lot...."

are to blame, notorious for trash overload......

So the upshot is, nobody knows when really anything is happening with the site, according to the aldermans office, no one from the city can do work on the property because its private.
So yeah thats kinda what I thought.

Jeffo: I too am appalled by the trashy conditions in RP. My concern is Lunt from Sheridan to Clark, which is both trash filled on the street, parkways and sidewalks, as well as Sheridan Road from the Loyola train station all the way north. Both total garbage dumps. One really has to wonder what Greg Wagner does with his time on the city payroll. Certainly does not keep the ward clean. I like the idea of a cleaning committee for RP. If I have the time I would join.
Jeffo-You should definitely get your own blog, or take over Craig's for awhile. I noticed he removed the dates from his posts so that maybe people won't notice that he never posts anything anymore. Maybe it's just spriong break...
