The sole measurement used is "percentage of largest ethnic group". So the top one is roughly 25% each of white, black, hispanic and asian.
According to their standards, a neighborhood that is 26% white and 74% composed of a hundred different ethnic groups from all around the world is LESS diverse than the one above.
