The outdoor roll call. It's where the officers start their shift on a street corner where bad juju has been going down. Like a gang occupied territory, a shooting, murder. No major studies have proven they stop crime altogether, but they give the resident's a sense of security.

It's a symbolic statement saying - "We own this area, not you."
Outdoor roll calls were used by past commander's in the 24th District, and are used in other neighborhood's where crime and mayhem are prevalent. Some tonier neighborhoods such as Lincoln Park use them for simple things like purse snatchings.

waste a time. i'd rather see these dude bros out there crackin' skulls than standin' around playin musical chairs.
you would rather see these "dude bros" CRACKIN SCULLS.. Really and who'd skulls need crackin?? maybe if they just went and spread out around the neighborhood and cracked 40-50 random skulls...everyone would get the message... Cracking skulls could be become policing tactic...like when assholesride bicycles on sidewalks.Once you see a few bikers riding in bike lanes with their heads all bandaged the rest of the violators will get their shit together. Or drivers that run a light...issue them a good skull cracking along with a citation.

While its a start. However, unless you make parents responsible for their minor children, enforce curfew and truancy laws, you will basically have another generation of brats with guns.
