Small-minded morons who join gangs like to establish geographical areas that they "own" called "sets." For instance, Jonquil is known as "The Jungle." My corner at Clark/Estes is "The North Pole." So, it looks like someone is trying to establish a set in that area called "Mobland." In essense, the message says: "Welcome to Mobland - you bitch."
Nice huh?
