One friendly janitor smiled and waved hello to me. Oh, how nice. So, here we go.
I've been meaning to do this for awhile. I watch these guys everyday leaving my alley heading no-where on the SSA map. When the Special Service Area Tax #19 & 24 janitors aren't busy painting half the poles in the neighborhood, they spend hours doing this type of jaywalking, all the while doing very little or no work.
Well, as you can see in this one photo, the janitor is clearly lost. Try finding this red scaffolding anywhere on the Special Service Area #19 or 24 boundries? YOU WON'T. He is out of bounds, this is Fargo and Greenview. Wonder what he is doing? Nothing. Who's watching these guys? No one.
As I followed these guys I also noticed they spend time trying to "chat it up" with the females going to the CTA EL with no success. Some may call it "Cat Calls", I call it pathetic. Now I know why DevCorp North got them away from the office on Howard and shipped them to Morse Avenue, these horny janitors must have been all over Kimberly?
Another scam these janitors play is CTA turnstyle skipping. Basically, riding the CTA EL without paying. They use two methods. The first is one card, two people in a turnstyle method. The other method is waiting for a exiting CTA rider, they schuuch in (yes... schuuch) as they leave the station. This happens every day after their shift. Around 3:15pm. They use the Lunt Avenue side because no one from the CTA watches this side. One source tells me these janitors ask the CTA clerks to commit fraud by asking them to give free rides.
Here are just a couple photos of the many items of garbage they missed on this day's walk.

Earnfare participants are advanced for transportation expenses. The advance is on a case-by-case basis, and considers the distance between the worker's home and work site. In Chicago, they are given cash or a loaded CTA fare card. This creates something of an incentive to work on the other side of town. Of course the fare card is tranferable and has a certain cash value on the secondary market. These guys are in a place where that cash value is dear. The turn-style jumping is a result.

So Craig, who is accountable for these guys? If s/he is not answering, then who is responsible for her. I suppose that if you get enough names, times that you complained, and other material, you could first hit the city chain and than the newspaper chain.
You seem to be able to put together a good paper trail. The issue is what to do with it that will make a difference.
Many of us deal with the responsibility of taking care of our neighborhood, because it is our neighborhood and we have some pride and respect.
I don't think that we should does look at the trash in amazement and act as if it is some sort of job that the city is supposed to do. Yes, it can do it, but if they don't have to do it, then they won't need to hire these clowns and they can save a few dollars.
Of course, as we know, with bureaucracy, it will be spent on something else, but we can always try to hold them accountable for something that might be easier to get them for.
Garbage is sometimes on the ground within minutes to a half in hour of picking it up. It also blows into property from other areas. However, if you see someone who has clearly ignored it and and responsibility, it is a legitimate story.

I'm confused -- Hugh, you often attack people for attempting to change the subject of posts by writing comments that are unrelated to the topic. You then suggest that it would make a good topic for their own blog.
As far as I can tell, this post was about DevCorp North employees and not your continuing quest to get DCN to announce to the world that they're involved with the Gateway Mall.
Perhaps this would be a good topic for your own blog.
