Residents of CAPS beat 2431 and 2423 beware. Until the lying sack of shit Joe Moore comes clean, we have a unknown male in his twenties, who is going around allegedly ripping off old ladies purses - then cowardly running away.
No further description other than what Joe said is available at this moment. So, be on the look out for anyone in their twenties, who is very - very - very fast. If you see someone in their twenties, ask them to run. If they're fast, call 911.

I work in the criminal courts. Earlier this week I was talking to a police officer I know from the neighborhood who, incidently, is the ONLY officer in all of Rogers Park who arrests people for DUIs. He said his superiors are telling him to stop writing so many tickets, regardless of the ticket, because the Police Department doesn't have the money to pay officers the overtime necessary to goto court and follow through on the prosecution of a crime. In otherwords, crime is going to go back up because the police department is being run on a budget.
This is not good. And of course JoMo wants to keep revenue producing businesses like WalMart out of Chicago. Thanks JoMo!
No, Steven, crime will be down because it will not be reported, since they are not issuing tickets and stopping people for minor violations.
If a purse gets snatched in the 'hood and nobody reports it, did it actually get stolen? ;)
I'm with Fargo. We had a major crime that just happened. The perp got away.
Where's the official police report? Where's the police composite, sketch artist drawing?
We need to find this neighborhood terror and get him off the streets before he strikes again.
Until then, we need to round up all the twenty-somethings - and line them up to see who is really, really, really fast.

Actually, a purse snatcher doesn't want to take the time to beat somebody down. That takes too much time, and attracts too much attention. Purse snatchers, just like pickpockets, just want to take and run. That explains why the perp is picking on elderly women.
