The location is 1136 West Pratt. The police know the address all too well. What we have here is a poor city distributed handicap parking plan.
To make matters worse, we've got a pain in the ass anonymous 911 caller who thinks it's cool to waste the cops time on the parker who try's to squeeze between this poorly designed handicap parking spaces.
According to the police scanner chatter, this caller is what they call "a regular" - A regular pain in the ass that is. No yearly 911 records have been compiled, but it's safe to say, this guy calls 911 a lot.
* Even at three o'clock in the morning, this caller calls.
* Even when no cars are using the other two handicapped spots at three o'clock in the monring, this caller calls.
Blognotes: Who in the world would set-up two handicapped spots so close together like this?
Why does Mr/Mrs. Anon continue to call 911 - even when they're not using their spots - and the car in between the two handicapped spots isn't really effecting the handicapped spots in the first place?
And what nit-wit approved this poor handicapped parking plan without seeing the possible problems of putting two handicapped parking spots so close together. Unless of course this is nothing more than another city revenue generator.

Touche'. Yet, in this case the two handicapped spots were unoccupied at the time of the 911 call/ticket. I saw no signs of this parked car blocking anyone with disabilities.
Can the police trace the calls that come into the 911 center. I believe they can , as busy as the police are, maybe a office at the desk can make a 2min call asking the caller to refrain from tying up 911 calls that are not emergency calls.

you call 911 if you need a cop/fire to come out. you call 311 for other city services. non-emergency is a poor choice of words. what they really mean is- cops/fire vs other city services.

I would figure a desperate auto owner who sees these places continually unoccupied in the early AM, after he has circled the surrounding streets 19 times in search of a place to park. Finally, he figures, aaaaah,nobody ever uses these spaces, and parks there.
My last straw as an auto owner was getting a $35 ticket for parking with 4 inches of my front end projecting into the specially designated parking space in front of mine, because the auto behind mine was 6" into my space. After that, I ditched the car.
I feel for people who really must own cars because their jobs are in the south suburbs or some such remote place.
Anyone who DOESN'T have to own a car and also does not have a reserved space ought to consider if they really want to own such a thing in a high-density urban neighborhood.
Take a look at the bottom photo. You could easily fit a 24 foot RV in each of those handicapped spots.
Even if two very large cars were parked in the handicapped spots, the car in the middle wouldn't have effected a person(s) with disabilities.
That's a $250 ticket.

my question is how the calls are being answered at 311 and 911. if nitwit a callls 311 to report a shooting or fire, dont they transfer that call to 911? if nitwit b calls 911 for illegal parkers, does that call get transfered to 311?

Yes, Paradise, in this town at this time, I guess it's $250. I'll take your word for it, because I wouldn't know.
In 1985 in another city it was $35, in addition to tow and storage charges, plus a backlog of unpaid parking tickets, all together totalling a month and a half rent on my 1600 sq ft apt.
I don't even want to think about NOW.
And people wonder why I hate car ownership.

last time i did anything like that, i had to hang up and call back, from either direction. but that was before the new system was deployed. i think they can switch you now.
We have called the Alderman's office numerous times about this guy who rents a condo on that street. He owns 2 of the nicest cars on the block and continually plays the "car roulette" game of sliding one into the handicapped spot and driving the other. For residents there, it is a waste of possibly 4-5 legit parking spots, which is absolute gold on that block, esp. in the summer with the beach parking. It's a joke. They have done nothing. It is a joke to have 2 handicapped spots so close together on a street with limited parking esp. when they are SO BIG! The other spot in question is used maybe once a month when the lady walks her groceries inside and doesn't use her garage! The guy can be seen every night calling the cops and they know exactly who he is and where he lives. He has threatened several neighbors that park too close to his bumper. Tow trucks are there on a regular basis and this guy is very shady, actually was arrested one night. His landlord has been trying to get him removed for months with no avail. The Alderman would do this block a big favor and investigate the owners of these permits because it is tiring doing the Rogers Park 500 around the block every night after 6 pm with these spots taunting you.
man i livei n the area too. i talked to him before and he said he's friends with the cops.
