Residents also asked panelists pointed questions about quality of life issues in the neighborhood, particularly the Morse Avenue business district. The section of Morse between 1300 and 1500 blocks is often the scene of drug trafficking and other illicit activities.
"I don't have any expertise in gangs, but why can I recognize the gang leaders selling drugs for the past 15 years and the police can't," resident Mary Lou Kessler asked. "And what is a 22-percent drop in homicides? Does that mean two less people got killed?"

Please,
Vote NO MOORE in 2011.
It's time for change.....
Mary Lou - you are so oblivious
GANG LEADERS DON'T SELL DRUGS
Their little minions do - get it right
Not sure if this goes back to the whole morale thing with the police department alleged by Second City Cop, but I'm sure they know about it.
Wow - is that a good point! I can sure see it and I hear it at the Morse L stop - of course, I doubt Joe Moore ever takes the L or really walks down Morse.
"I don't have any expertise in gangs."
No kidding.
Yea, just walk up to somebody and arrest them, brilliant. Whats the charge? Joe Citizen says he's a dope dealer.
The gangs have a well run organization. Joe doesn't.
Guess who is winning.
I would suspect that the Police do in fact know about what is happening on that street. I would suspect that morale may have something to do with it. I KNOW that the amount of calls for service that the Police have to respond to may have something to do with it. I KNOW that the understaffing may have something to do with it. I KNOW that our resources being stretched to the breaking point may have something to do with it.I KNOW that not having the support and backing of the city, it's political leaders, the command staff of the CPD may have something to do with it. I KNOW that not having the support of the community may have something to do with it.
Folks, I would suggest that you direct your ire to the leaders of this city, specifically the Mayor. He has allowed this Department to sink to the lowest staffing levels that I can remember. And it's going to get worse. If an attack by the extremists does occur here, you will be on your own if things continue going the way they have been. We simply do not have the manpower to address the issues you may have. Like it or not, that's the way it is.
That's the honesty I want to hear from our police department and political leaders. Not the bullshit I heard last week.
Big Daddy earns commenter of the day.
I'd like to get a hold of the number of drug and gang dispersal's for CAPS beat 2431 in the last year.
More specific, Morse Avenue.
How would I get those figures? I know they keep them. Otherwise they wouldn't give out event numbers on locations.
The commander wouldn't give them out last week. He wouldn't even talk about dispersal's. Is this some sort of secret code?
Big daddy, sort of off-topic (and not sure if you know the answer). But now that parking meters have been privitized, surely they won't expect police to still go around writing out parking tickets do they? After all, the meters are now part of a private company so let them handle that and free up the cops from that crap. Not sure if this is the case, but...
I'm guessing they still have to write double parkers, handicap parking violations, loading zone, street cleaning (but not at the meters), snow route zones (except at the meters) alleyways and driveways.
Man on the Street-
I really don't know. I've taken a few days off. If I can get some info when I return I'll post it.
Craig- I think you are placing too much emphasis on these dispersals. They are meaningless. What you should be looking at or inquiring about are arrests. Dispersals are merely a tool that the department uses to say they are doing something. Besides, Weis has locked or blocked certain information that used to be readily available to all of us. Dispersals may be one of them.
One more thing. When I mentioned the attack by the extremists and our ability to handle it I wasn't referring to something like what happened in India. We will handle that just fine. Coppers will be tripping over each other to get at the bad guys. I was referring to the detonation of a nuclear device and the ensuing panic and civil unrest as food and water supplies dwindle.
Isn't it time to "take out the garbage"? When it stinks, don't we remove it from our homes?
We must do the same in our neighborhoods, our city, our state. Organize, and get rid of the "dead wood", which means, here in the 49th, Joe has to go!
I repeat, Joe has to go, the sooner the better, and take his stupid little minions with him. If he is still the 49th's Alder-Joker by the time the next election rolls aroud, VOTE HIM OUT! He has hurt the 49th quite enough, from what I've seen. We shall find a new candidate!
