Much like all of 2007, after narrowly winning reelection by a razor-thin margin to a relative unknown in politics, (mainly by raising and spending gobs and gobs and gobs of campaign money to accomplish this task) the first seven months of 2008 haven't been all that kind to Joesph A. Moore, 49th Ward Alderman either.
In 2008 we've had countless gang fights, teen fights and cat fights. We've had three murders. OK, I'm counting. (I won't bother with the links, judging from the comments section to the 'crime is down' stories, these issues are less of a worry to the community.) Judging from the amount of information coming from the Alderman's office, he's not too worried about the crime either.
* The 49th ward democratic parties Magic Voting Pen. (Lot's of community chatter on this story)
* Pay to Play land-zoning, resulting in a rash of cookie-cutter condos that are still sitting empty.
* The lack of Land Issue transparency. His website still has no 2008 zoning decisions posted.
* The public berating from Mayor Daley and subsequent over-turning of the Foie Gras ban. (The community - and world commented heavy on this one too)
* The North Shore School teardown for a campaign contributor.
Three most recent issues that have Rogers Park residents in an uproar with Joe Moore contain a little of the list posted above.
* Small-time campaign helper, Jim "49th ward version of Stuart Levine" Ginderske's Boys and Girls Club at the New Gale Community Center.
* Big-time campaign contributor Rich Aronson's Lakefront development on Sheridan Road.
* Big-Time campaign contributor Cedomir "Chad" Zuric's massive Adelphi hole in the ground.
Despite his self-proclaimed 4000 person email list, Joe Moore has lost touch with his fellow Rogers Park residents - BIG TIME. Here's what on commenter had to say on the Reader blog.

His response is behave like the smug to anyone he perceives as a non-supporter. Just like he called you {the Reader's Ben Joravsky} to draw that line in the sand, to make you declare which side you are on.
His actions are so remarkably slimy and his performance so below par that there is no way in hell the "them" half of his ward will ever support him.
Therefore, Joe is in a constant state of battle. It's impossible for him to build consensus, so he'll never get community-wide support for anything. At least half of his ward will always be against anything he proposes. They will also be suspect of his true motives.
And that, if you think about it, is why he can never do his job effectively.
And don't even get me started on his efforts to undermine Mayor Daley. Joe simply isn't bright enough to even play in that game."

That's one of the best summaries I've read of why Joe can't get the job done in Rogers Park.

yes, joe had a hard time. he was up against a slime machine that created a nontorversy out of every time he blew his nose. that lies with impunity. that engaged in a dehumanizing level of rhetoric that would make rush limbaugh proud. that put the collar on him for everything unpleasant that happened in the ward, whether he had a damn thing to do with it or not. like, for instance, the insane human toll of the war on drugs. you would think conspiracy buffs like you could trace the root of this back at least as far as the idiocy of prohibition, the PRIVATIZATION of the prison system, if not the queen of england. but no, let's put it on the guy who gets to sweep up after this elephant parade. yeah, that's the ticket. then let's beat him up for one more thing- forging relationships with higher level party members, and working to build a party that might, might be able
to do something more sane about this human weakness that plagues us all.

The foie gras debacle was among his worst crimes, and for several reasons.
Joe is flat out ignoring the most serious issues in our community, presumably because he is (a) incapable of solving problems at this level and (b) he prefers the kind of sophomoric crap that attracts media coverage.
He wasted the city council's time on this crap! It is incomprehensible that he hijacked the city councel for something that has NO impact in his ward.
He embarrassed our entire city on a global scale with this cow town move.
The only up side to this was the public slapping he endured in front of the television cameras. I don't often agree with Daley's bullying tactics, but in this case it was a necessary thing to do. Obviously, the vast majority of aldermen agreed.
Step down, Joe. Just step down so this ward can begin to get some real work done.

Moore's "advisory group" is unlike Ald. Tom Tunney's (44th) Community Directed Development Council who actually posts minutes
Moore's "advisory group" is unlike Ald. Mary Ann Smith's 48th Ward Zoning & Planning Committee in that MAS's committee is composed of actual members of the community as opposed to Moore's that is stacked with campaign contributors, developer pals, and outsiders
Anyway comparing Moore to other alderman is a pretty low standard and only shows how your expectations have crashed

been there, he created this pocket of poverty with his slum lord buddies, his 'church' buddies and NorthPoint management. The fix is to throw the slumlords out and get rid of the problem makers. Get some accountable landlords NOH and watch the problem clean itself up.
Bosworth - you're right on. Moore inherited a pocket of poverty and 'enhanced' it with his pals and lack of leadership. IF it was necessary to keep Northpoint under contract, the least a real leader could have/would have done was set some hard and fast rules. for example:
1. OK, if I help you get a 30 year extension will you get proper management?
2. Will you abide by HUD rules?
3. If I hear complaints of HUD rules being broken the contract is broken too.
Now how difficult would that have been?
Not Joe. He did the deal and walked away telling NOH to take back their streets and go to CAPS.
NOW, he wants to take public tax dollars and steal the show to become a hero. It's all about the children don't you know!
It's actually about his supporters and friends running the show - a work of childish spite.
That HUD contract should NOT have been renewed WITHOUT community discussion and input, including NorthPoint resident representation. It was an opportunity to explore the possibility of turning one or more of the buildings into affordable condos, with existing residents given first opportunity to become owners using HUD subsidies (sec. 8), grants from the City's HOME program, etc. Other buildings could have become mixed income rental buildings etc. The point is, these things should have been brought to the table. It has been done all over the country and in other parts of the city. Joe allowed the contract renewal to be done, secretly, behind closed doors and provided the owners, AIMCO, with $10 million dollars in tax credit funding to do what 'they called a major rehab'. Ask residents about that work as far as what was supposed to done and what was actually done. NOT! I know the owner of the construction company that did the rehab and you should hear his stories about their 'AIMCO experience'.
Attention please read the following. Take out the word "oil contractor" & insert "developers"
and last but not least take out Sen Ted Stevens name and insert our useless alderman joey moore, and well I think you see the picture.

I truly do not understand why he wants to keep the low lifes and Section 8 housing around. What exactly is the benefit to him? Is it the union connections? Wouldn't more property tax dollars benefit him (or is he worried about more people moving into the area that have common sense?)
